In more than 60 countries, our work is grounded in research and evidence, and our staff and experts have developed partnerships to support programs in education, economic growth, monitoring and evaluation, peacebuilding and countering violent extremism (CVE), positive youth development, technology and innovation, and health access and services. We are currently seeking qualified candidates for the position of: Technical Director, Youth Livelihoods. 

The anticipated 5-year USAID-funded activity will be designed to work with the Government of the Philippines to support improved basic education, life skills, employability and entrepreneurship for youth who are not in education, employment or training. This activity will support systems strengthening of national government agencies, as well as the mobilization of local stakeholders to achieve activity outcomes. It will operate in secondary cities outside conflict-affected areas to support inclusive growth. The activity outcomes will include: increase access to quality education for out-of-school youth; improved life skills, employability and entrepreneurship; strengthened national government systems to deliver education and training to youth not in education, employment or training; and increased participation of local stakeholders in positive youth development. 

Areas of Responsibility: 

This position will design and supervise the implementation of activities designed to support youth in building the skills and finding the supports they need to develop positively and obtain livelihoods. These activities include increasing access to quality education for out-of-school youth; developing and implementing life skills, employability, and entrepreneurship skill-building opportunities outside ALS; and increasing the participation of local stakeholders in positive youth development. Specific duties include: 

  • Design activities that build awareness of, and increase the ability of, NEET youth to find and access skill-building opportunities supported by the program; 
  • Oversee the development and implementation of activities, with designated subcontractor(s), of activities designed to provide psychosocial support to reskilled/reskilling NEED youth in targeted secondary cities; 
  • Design, adapt, and supervise the implementation of training programs, outside of ALS, that provide short courses providing NEET youth with critical life, employability, and entrepreneurship skills; 
  • Design and manage activities to strengthen local stakeholders’ support and coordination of NEET youth assistance; and 
  • Oversee the implementation of activities designed to build the leadership skills of youth in targeted communities. 
Educational Background: 
Master’s degree in education, adult learning, business, psychology, international development or other relevant study 
Skills/Experience: 
  • Demonstrated experience developing and adapting curricula and training programs that build youth technical, soft, and like skills 
  • Experience leading technical teams to design and implement youth training programs and supervise the technical quality of partner activities 
  • At least 8 years of experience related to education, workforce development, and/or youth 
  • Experience in management on USG-funded projects 
  • Exhibited ability to work along high-level officials as well as youth 
  • Excellent report writing, analytical, and communication skills, including oral presentation skills 
  • Fluency in English and Tagalog
