FHI 360 is currently recruiting for the position of Director, Finance and Administration for the USAID-funded MADANI project. This program will empower civil society to strengthen democratic governance in Indonesia. It will focus on civil society at the local level (district level and below), where state ideology, public service delivery, and associational life often mix in unpredictable ways.
The Director, Finance and Administration will be responsible for overseeing all financial and operational aspects of CSSI and will ensure that tasks are completed on time and in line with project objectives. S/he will lead a team of finance and administration professionals that will support project implementation. The Director, Finance and Administration will report to the Chief of Party and will be based in Jakarta with occasional travel to other parts of Indonesia.
The ideal candidate will have experience leading large teams and possesses a strong background in financial management, budgeting, forecasting, procurement, and human resource management. S/he will also have experience working on USAID projects in Indonesia.
- Manages and/or participates in assessment, design team, capacity building and program start up activities.
- Assists senior country management and team in the development of annual work plans.
- Assists to ensure projects meet established objectives and deliverables and ensures appropriate monitoring of projects and project subawards to achieve financial, administrative and programmatic goals as articulated by the donor.
- Manages the country office’s system for the documentation and dissemination of performance and results; builds the capacity of the country team.
- Works with the Chief of Party to ensure development and submission of timely project reports to headquarters and donors as required.
- Responsible for all required USG and Government of Indonesia financial and tax reporting.
- Develop and monitor country level budgets.
- Reviews all project financial documentation including purchase orders, request for payments, and consultant documents to determine cost allowability and ensure that costs are within the project’s budget.
- Provides strategic operational guidance on USG and FHI 360 rules and regulations to senior project leadership and ensures compliance with all rules and regulations across all project activities.
- Supports country senior management to ensure project resources are utilized in accordance with FHI360 and donor policies and procedures.
- May assist in networking and representation of the organization with stakeholders for select initiatives.
- Works with the country team to ensure program quality according to organization standards including all programs, tools and systems are implemented in an effective, efficient and integrated manner.
- Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Supervision Given/Received:
- Routine coordination with all employees, in the country office and with HQ.
- Expected to work well with others; develop and maintain compatibility among project staff and colleagues across projects, donors, subawardees, consultants and recipients of assistance.
- Will supervise multiple staff.
- Effective knowledge of design, implementation, and management of sector specific and/or multi- sector/international development programs funded by US government or other international donors.
- Knowledge of various funding mechanisms, general contracting and reporting requirements.
- Knowledge of donor planning and reporting systems.
- Strong written and verbal communication skills.
- Project Management (PM) Certification preferred.
- Typically requires a minimum of 5-8 years with international development programs experience.
- Demonstrated experience in sector specific or multi-sector project management and implementation.
- Must be able to read, write, and speak fluent English; working knowledge of Bahasa Indonesian strongly preferred.
- Experience operating in insecure environments.
- Experience working in a non-governmental organization (NGO).
