The Teacher Development Specialist will lead the development and implementation of all project activities relating to improving teacher professional development for pre-primary and primary school teacher professional development.This will include the provision of technical support and capacity building with the Ministry of Education (MINEDUC), national universities, and normal schools, and departmental and municipal level governments to implement policies for improving professional development of pre-primary and primary teachers and pedagogical advisors. It will also include collaboration and coordination with civil society stakeholders to generate public support for policies relating to teacher professional development and early grade reading. The position ensures that program components are results-oriented, ensures high quality deliverables, and relevant and timely reporting, and supports the COP to develop and implement strategies.

Educational Background: 
Master’s degree in education, public/business administration, management or a directly relevant field from an accredited university preferred.    
Skills/Experience: 
  • At least ten years’ experience with technical experience in a mix of education, policy development, communications and advocacy. 
  • Must have at least five years of progressively more responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables and contract management.
  • Understanding of the policy issues relating to teacher development for primary and pre-school education levels and experience in implementation of programs relating to strengthening pre-service and in-service teacher development. 
  • Experience working with the Ministry of Education, departmental government officials, universities and normal schools highly desired. 
  • Understanding of the political and policy context and relationships with key stakeholders in government, private sector and civil society in Guatemala
  • Strong writing and communication abilities are essential.
  • Fluency in Spanish.
