To provide DME support to program and project staff to ensure programme quality in Mauritania focus on the well-being of girls and boys which includes their development, empowerment, participation and protection

Areas of Responsibility: 

Work closely with staff and partners into Assessment and (re)design processes

  • Support locally owned plans are developed which using WV’s development programme approach & incorporating technical programmers that are relevant to the programming area
  • Work closely with technical specialists to ensure that programmes and projects receive adequate technical supports in all required stages of the Assessment (analyse et interpretation des données) or Design process (development des cadres logiques, des plans de suivi & évaluation, qualité des documents de conception)

Support and participate in all baselines measurement and evaluation process

  • Support and follow up planning and preparation (including dev. of tools) for conducting baseline measurement or evaluation for all programs/projects
  • Contribuer à la supervision de la collecte de données
  • Take part actively in the analysis and interpretation of the data by ensuring that relevant stakeholders are involved

Support and participate in all quality review business processes including DME documents, Protocoles, ToR, …

  • Work closely with technical specialists in the review of key DME and programming documents
  • Contribuer aux processus collecte et revue de la qualité des données (Collecter les données avec les smartphone tel que requis par votre poste en utilisant les outils appropriés)
  • Organiser la review qualité des données (Correspondances, sponsorship 2.0,etc….
  • Participer a l’analyse des rapports Stepwise, Horizon, GNOD etc….

Support in the development of monitoring systems and accountability mechanisms in all programmes / projects by enhancing the capacities of staff and partners

  • Assist the development of monitoring tools (including accountability framework) for all programmes and projects
  • Undertake regular visits to the field to support implementation of M&E activities and provide on-side support where necessary and identify issues for future actions
  • Ensure proper utilization of partnership databases and information systems such as Horizon, SIG, …
  • Take part in consolidation of M&E data of all programs and projects for the organization and the Annual CWB report
  • Organize the process review (semi-annual and annual) program and project management report at the base level.
  • Sponsor and Monitor community volunteers Horizon mobile access

Building capacity of staff and communities to create and maintain an intentional reflective learning framework by using and analyzing the essential data

  • Undertake regular visit to the programmes and projects to ensure that reflective learning on essential collected data is effectively implemented with local partners

Ensure that ministry interventions are planned, implemented and monitored in accordance with the Design (including transition) and Agreed terms of reference with communities and partners

  • Monitor whether the program/ project outcomes or outputs or activities are carried out in accordance with the design, planned targets and agreements
  • Assist all programmes to develop, implement and monitor progress of transition plans in order to assure sustainability of WV supported programmes
  • Undertake regular visit to the programmes and projects to ensure that reflective learning on essential collected data is effectively implemented with local partners.

Prepare and submit in time monthly reports

Educational Background: 
Bachelor Degree in Economic, Statistic,Business Administration
Preferred: Masters in Economic Development, Sociology, Agriculture
Skills/Experience: 

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Experience: 3 years in programming
  • Technical Training qualifications required: Logical Framework Analysis and other strategic planning approaches, community participation and ownership, development theory, Participatory Rural Appraisal, Participatory learning, etc.
  • Demonstrated ability in monitoring and supervision
  • M&E methods and approaches (including quantitative, qualitative and participatory);
  • M&E data analysis and report writing skills.
  • Full computer skills including MS Office for word processing, graphic presentation and Statistical packages required.
