The LINKAGES West Africa Senior Advisor for Strategic Information provides technical and scientific leadership to LINKAGES country programs and implementing partner staff in the West Africa countries of Burkina Faso, Togo, Senegal, Ghana, Mali and Liberia for designing, and implementing Strategic Information (SI)/monitoring and evaluation (M&E) systems for key population (KP) programs. This person will provide technical advice using existing guidelines and knowledge of other evidence-based methods and strategies, current practice, and established operational standards to ensure high quality data. The Sr. Advisor for SI will build capacity of staff in countries within the West African Regional program. This includes support assessment of the technical, managerial, and operational efficiencies and effectiveness at the program or regional levels as appropriate. Guidance will be provided to ensure that SI systems adhere to appropriate technical standards and guidelines and are technically sound. The Sr. Advisor of SI will provide leadership in SI/M&E by staying current on evolving technical standards, guidelines, and program developments for key populations. This staff member will be required to coordinate and work with a diverse group of organizations, such as Ministries of Health (MOH), district health staff, several international and national development partner organizations, and USAID missions.
- Provide technical leadership in developing SI systems for KPs in West Africa.
- Provide technical leadership in design, development, planning, implementation, and capacity building for staff in data collection, analysis, visualization, dissemination, and use of data from different sources.
- Provide oversight for development of performance monitoring plans and development of systems for data collection, collation, analysis and use.
- Responsible for accomplishing assigned tasks following the standards and practices of the department and/or PEPFAR indicators/requirements.
- Maintain constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners in West Africa.
- Develop and maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs in West Africa.
- Develop tools for the design and implementation of SI systems for KPs at global, national, sub-national and implementing partner levels.
- Ensure that SI systems and project implementation adhere to the appropriate global strategy and remain technically sound.
- Provide broad global technical leadership to design and implement SI systems for KP programs.
- Contribute to planning and development of strategies for the global and West Africa Regional SI Units.
- Support the analysis and use of data from routine information systems and special surveys to influence the design and scope of projects.
- Review, analyze and evaluate the effectiveness of projects and make recommendations for enhancements.
- Ensure that project data are appropriately displayed in dashboards using various graphics and geo-spatial displays.
- Develop strategies and tools for the design and implementation of the SI system.
- Represent the LINKAGES project to external entities at professional meetings and conferences.
- Maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area.
- Perform other duties as assigned.
- In-depth functional knowledge in area of SI for KPs.
- In-depth knowledge of PEPFAR indicators.
- General understanding of the external environment and how it affects the development and implementation of KP programs
- Strong diagnostic, analytical and problem-solving skills.

- At least 8 - 11 years of experience designing SI systems and providing technical support to developing country projects in SI system development and implementation.
- Previous experience working in the West Africa Region on a KP HIV program will be an asset.
- Knowledge and experience of PEPFAR reporting requirements.
- Informed of current program developments in SI for KP programs and PEPFAR Reporting requirements.
- Sensitivity to and understanding of SI for KP programs and systems in developing country settings.
- Previous experience designing and conducting population-based surveys.
- Ability to manage SI systems, set realistic priorities, and plan for the successful implementation of activities.
- Previous experience analyzing complex data sets generated through routine information systems and special surveys.
- Ability to develop dashboards that includes appropriate graphics and geo-spatial displays for different audiences at global, country, and community levels.
- Experience managing data using appropriate software including SAS, SPSS, or EPIINFO.
- Previous experience working with DHIS 2 will be an asset.
