Save the Children is seeking a Program Manager for an anticipated three -year USAID-funded program, Reading for All: Disability Inclusive Education for Nepali Children. The goal of the program is to improve reading outcomes for children with disabilities (CwDs) in grades 1 – 3 in USAID-supported Early Grade Reading Program (EGRP) districts.   

The three main objectives of the activity are:   (a) Improve data quality on CwDs; (b) Enhance institutional and technical capacity at various levels to deliver quality reading instruction and support to CwDs; and (c) Test inclusive instructional models that can be scaled for specific groups of CwDs.

This position is contingent upon donor approval and funding.

Areas of Responsibility: 

The Program Manager serves as the primary point of contact with USAID and the Government of Nepal for day-to-day activity implementation and management. S/he has overall responsibility for assuring that all assistance provided under the award is technically sound and appropriate for the needs to be addressed.  The Program Manager manages and supervises the work of any field staff, long-term staff, short-term staff, consortium partners, and/or sub-partners. S/he is part of the team that sits within the Ministry of Education or relevant central line agency.

Educational Background: 
Bachelor’s Degree in Education Planning and Management, Disability Studies, Public Administration or a relevant field of study. Master’s degree preferred.
Skills/Experience: 
  • A minimum of 10 years’ relevant experience in a senior management position in a similar large and complex program.
  • Experience working directly with government counterparts to build capacity of government systems.
  • Strong technical experience in any of the following areas: disability inclusive education, social inclusion, education, or gender equality.
  • Experience mentoring local staff and local organizations and transferring skills and knowledge.
  • In-depth knowledge of USAID rule, regulations, and reporting requirements.
  • Ability to coordinate and collaborate with other donor programs and with USAID implementing partners for creative solutions to maximize results.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Fluency in English and excellent oral and written communication skills.
  • Experience working in Nepal or the South Asia region is strongly preferred.
