Associate Program Manager, Foundation Markets

We are looking for an Associate Program Manager (APM) to drive operational excellence in PSI’s new Foundation Markets Department. With country programs in Haiti, Liberia, Sierra Leone, Mali, Madagascar, & Somaliland, the Foundation Markets team supports exciting global health projects funded by a multitude of donors.

The APM should be passionate about contributing to the health of those we serve around the world, love numbers and working with data, like the challenge of linking programs with finances, and have a curiosity for why things are the way they are and confidence to ask how we can do better.

The APM will have wide‑ranging responsibilities working with PSI staff at all levels both in Washington and overseas, providing program management and budgeting support to a portfolio of up to three country programs. The APM will serve as the key liaison between the country teams and PSI global services, serving as a champion for the field. The APM is responsible for managing project data collection, analysis and reporting; coordinating donor reporting and ensuring contractual compliance; and providing support to country programs in a wide variety of areas. The APM will pro-actively meet programmatic and administrative needs, juggle multiple competing priorities, and enthusiastically ensure smooth and timely flow of work. The position requires flexibility, attention to detail, strong organizational skills, and a willingness to assume varied duties and projects. This position is based in Washington, D.C. and reports to the Senior Program Manager.

Areas of Responsibility: 

Serve as a Champion for the Field

  • Serve as the primary contact to country offices and as a liaison between country platforms, Senior Program Manager, technical and functional departments.
  • Advise platforms on administrative, programmatic and financial issues including conducting short term technical assistance visits on an as needed basis.
  • Represent the country platforms to PSI/W departments while supporting the country platforms to improve compliance with PSI and donor policies.

Help Platforms Achieve Operational Integrity and Programmatic Success

  • Provide significant financial management support: including preparation and tracking of project budgets, annual budgets and budget realignments.
  • Complete monthly financial reviews, procurement and supply chain management analysis.
  • Complete monthly programmatic reviews, including analysis of progress against performance indicators.
  • Pinpoint issues related to financial management and reporting and figure out effective ways to address them.
  • Support donor reporting process, ensuring quality submissions and document retention.
  • Lead cost proposal development and support technical proposal and overall submission as needed
  • Monitor contract compliance across a diverse set of donor agreements, including subawards.
  • Create and maintain international staff level of effort (LOE) tracking tool and be responsible for ensuring timely updates and analysis of salary trends.
  • Create and maintain a technical assistance tracking tool and be responsible for ensuring that technical assistance is budgeted, documented, and charged correctly. 
  • Advise Senior Program Manager and other staff members on relevant issues; keeping them informed of significant developments and/or risks.
  • Fulfill other programmatic and administrative functions as required.
Educational Background: 
Relevant undergraduate degree; graduate degree (MPH, MBA, etc.) a bonus.

The basics

  • You have at least three years of relevant work experience, including experience in program and financial management and supervision.
  • You are fluent in English and have professional level verbal and written skills in French and/or Somali.
  • Developing country experience required. Prior work experience in a developing country preferred.
  • You are passionate about working on international health and are willing to work hard to make a difference in the lives of those we serve.
  • Budget development and analysis experience required.
  • Ability to work in a fast-paced team environment, and strong analytical/problem solving capabilities.
  • Knowledge of USAID, DFID and the international donor community required.
  • You have advanced skills in Excel, word processing, budget management and monitoring, and data analysis.
  • You can effortlessly perform a variety of tasks on short notice within designated deadlines and keep cool under pressure.
  • You can impress us with your attention to detail and timeliness.
