World Vision programmes need to be agile, inclusive and committed to on-going learning and adaptation to reach the most vulnerable children in the complex, changing environments where we work. The Ministry Strategy and Evidence (MSE) teams work with colleagues across the World Vision Partnership to provide global technical resources and thought leadership on quality, adaptive programmes that catalyse transformational change across contexts, integrating the foundations of WV’s ministry, sectors, and themes for sustained, holistic child well-being. The team also provides clear, reliable impact data, analysed and communicated effectively, internally and externally.

The Transformational Development and Sustainability Adviser provides global technical leadership to World Vision’s work on the mission-mandated ministry of Transformational Development (TD). She/he will lead the work to equip all Partnership entities to understand and fulfil the 2017 WV Partnership Policy on TD and monitor implementation of the policy as part of realising WV’s partnership-wide strategy ‘Our Promise 2030’. This role is vital to enable the WV Partnership to achieve our Ministry Goal of the sustained well-being of children within families and communities, especially the most vulnerable by:

  • Leading the continual improvement of Transformational Development standards and practice across the partnership, primarily through WV’s new Programme Quality Approach.
  • Collaborating with global ministry teams, (including sectors, Faith and Development and other mission-mandated ministries, and technical services) to embed TD into their approaches and resource materials.
  • Co-leading WV’s Transformational Development evidence building efforts, ensuring relevant data is being generated by programmes, and analysed and used effectively at all levels.
  • Leading WV’s external engagement on Transformational Development.
  • Leading support and learning on the adaptation, implementation and quality assurance of WV’s Development Programme Approach and the Fragile Context Programme Approach.
  • Strengthening sustainability of Child well-being by embedding the Drivers of Sustainability into WV’s strategy, programming (DM&E) and reporting.
Areas of Responsibility: 

Lead the continual improvement of Transformational Development standards and practice across the partnership:

  • Lead an ongoing, partnership-wide dialogue on how to continually improve our thinking and practice in TD, including the establishment of a new TD/programme quality community of practice.
  • Lead an internal communications strategy to ensure TD is understood as an essential foundation for the success of Our Promise 2030.
  • Establish a consistent set of metrics to demonstrate TD progress.
  • Provide annual global analysis of programme data showing transformational change outcomes.
  • Provide global leadership for inclusion of WV’s TD and sustainability practices into the design and implementation of all programmes, including the use of indicators and tools to measure progress towards sustainability.

Co-lead and support external engagement on Transformational Development:

  • Re-articulate and refine WV’s external engagement strategy for TD.
  • Raise WV’s profile as a thought leader on TD, and ensure that WV is making a significant contribution to external dialogues on holistic development, development effectiveness and adaptive management.
  • Maintain an effective web-presence on TD, including content on wvi.org.

Lead the learning, evidence building, and continual improvement of the implementation of TD across all contexts, at the nexus of relief, development and peace/security across all funding sources:

  • Collaborate with global ministry teams, (including sectors, Faith and Development and other mission-mandated ministries, and technical services) to embed TD into their approaches and resources materials.
  • Co-lead WV’s Transformational Development evidence building efforts, ensuring relevant data is being generated by programmes, and analysed and used effectively at all levels.
  • Produce resources to support regional and national offices to strengthen their application of TD through the Development Programme Approach and the Fragile Context Programme Approach.
  • Establish global learning networks for DPA and FCPA, promoting and sharing good practice and supporting innovation.
  • Develop, test and refine tools for adaptive management and learning in DPA & FCPA.
  • Co-lead the production of field guidelines for fragile context programming.

Provide technical input for capacity building processes and resources:

  • A coherent capacity building framework and implementation plan for TD is in place, enabling NOs to do their own capacity building and action learning around key practice areas.
  • TD orientation and training resources for programming staff are developed, refined and supported across the partnership.
  • TD modules developed and incorporated into WV’s leadership development curricula.
Educational Background: 
Master’s degree or equivalent in international development, community work or any related field.
Skills/Experience: 
  • A proven record of collaborating with leaders in a cross-cultural setting.
  • 5-7 years hands on experience working in a field directly related to community development in a cross cultural environment.
  • 5-7 years cross-functional experience in international development and DM&E.
  • 5-7 years working on holistic, Christian development.

Preferred Skills, Knowledge and Experience:

  • Knowledge of humanitarian industry and technical understanding of the Drivers of Sustainability (especially Ownership, Multi-stakeholder Partnering, Social Accountability).
  • Good knowledge of holistic Christian development theory and approaches.
  • Strong influencing skills, especially with departmental leaders.
  • Strong analytical, organizational, coordination, planning, facilitation skills.
  • Strong negotiation, decision making and problem solving skills.
  • Strategic thinking and analytical skills.
  • Understand financial management and resource allocation.
  • Demonstrated collaboration & team building skills Effective relationship management skills.
  • Excellent oral and written English communication skills.
  • A mature and committed Christian.
  • Ability to structure and manage one’s own work.
  • Ability to facilitate discussion with high level leaders namely Senior Management Team and Board members.
  • Ability to build strong relationship with all partners from internal and external organization.
  • Ability to capture strategic and high-level components in all kinds of conversation and dialogue and actions.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
