The purpose of this position is to provide overall leadership and technical oversight in:
- Strategy development, review, implementation and monitoring including tracking and reporting.
- Facilitating National Office alignment to the partnership strategy (Our Promise 2030), through Fragile context programming and other appropriate actions.
- Design, monitoring, evaluation, Learning and accountability of World Vision Burundi's (WVB’s) sponsorship, non-sponsorship, grant, GIK programs/ projects.
- Continued improvements of WVB’s programs and projects through promotion of strategic initiatives such as Horizon, Fragile Context Programming, etc.
- Operations, Project Management and Implementation of all programs and projects and ensure compliance with WV Mission, Vision, Core Values and Partnership standards in Transformational Development, Humanitarian Emergency Affairs (HEA), and Advocacy.
- Risk management of all WVB-supported programs.
- Quality assurance and impact in programs through application of innovation and good practices, provision of monitoring tools, capacity building and management.
Developing and implementing strategy for resource diversification and growth in WVB and; enhance the capacity of WVB to acquire and efficiently execute bilateral, multilateral and private-non sponsorship grants.
This will be achieved by Grant Acquisition and Management to enable WVB to build a strong track record to access more funding by:
- Building relationships with key donors represented/with interest in Burundi.
- Generating innovative solicited/unsolicited grant proposals.
- Providing support to starting-up and ongoing grants that enables them to exceed donor expectations.
- Ensuring implementation quality, impact and sustainability.
- Strengthening the capacity of field staff in grant acquisition and management.
- Strengthening compliance and accountability processes for all grants.
Programs effectiveness through business processes improvement, reflection and learning:
- The position holder will intentionally develop a second-liner who will be able to take up this role in the future.
Develop GAM strategy and Quality Proposals:
- Updated donor mapping for WVB.
- A strategy for resource diversification in line with WVB’s national office strategy in place.
- GIK integration in strategy execution.
- Increased grants win rate (success will be measured by the % of proposals funded and $-value of new revenue raised).
- Increased donor engagement and donor diversification.
- Integration of all WVB programs and projects (Sponsorship, Grants, Private non Sponsorship Projects, GIK funded projects, HEA projects, etc.
Build strong relationships with donors and support offices:
- Mobilize support offices to increase their interest and investment in Burundi.
- Closely collaborate with all key donors with presence/interest in Burundi (including bilateral, multilateral, embassies, etc).
- Provide support to technical specialists to identify and manage critical relationships with technical structures of government and major donors.
- Keep abreast with funding priorities and call for proposal procedures of all major donors.
- Build networks with appropriate INGOs and NGOs in a manner that increases WV’s influence and partnerships.
Foster efficient execution and accountability for all grants:
- Guidelines for grant start-ups in place and implemented.
- Robust and effective M&E systems for all grants in place and utilized.
- Quality implementation of all grants, i.e. within the stipulated time, budgets and scope.
- Regular reviews and evaluations of all grants to generate evidence that supports learning, innovation, accountability and advocacy.
Leadership and Building the capacity of local staff:
- Capacity building plan of WVB staff in the relevant domains (resource acquisition and management, project management, Design Monitoring and Evaluation, etc.) in place and implemented.
- Improved programs quality and impact through staff capacity building and appropriate performance management.
Lead strategy implementation, monitoring and alignment including strategy tracking and reporting:
- A quality National Office Strategy in place (Relevant to country context, with community and partners input, and aligned to the partnership strategy).
- Clear guidance on strategy implementation through quality technical approaches, technical programs, project models that guide all programs and projects to ensure alignment.
- Quality integration of cross-cutting themes (Child Protection, Peace Building, Faith and Development, Advocacy, Gender throughout the programs/ projects cycle.
- Regular strategy monitoring and reporting as per partnership guidance and tools.
- Regular monitoring of the contexts and leading the National Office to respond to unique opportunities and threats that emerge during strategy implementation, e.g. through fragile context programming.
Provide leadership and oversight of ministry DME processes for sponsorship and PNF programs, ensuring NO exceeds established standards:
- Quality Design Monitoring and Evaluation processes and deliverables.
- Effective monitoring and evaluation systems in place and utilized.
- Quality multi-year/annual planning and budgeting processes.
- Quality reporting of programs, projects and the National Office progress and impact on Child Wellbeing.
Provide leadership on program quality implementation and promotes excellence in planning and executions of all WVB programs/projects:
- Quality and coordinated support to programs and projects by all relevant national office functions.
- Strategic integration in all programs and projects (sponsorship, non-sponsorship, grant, GIK, HEA and Advocacy for collective contribution to Child Wellbeing.
- Increased sustainability of projects/ programs outcomes through promotions of sustainability drivers throughout the programs/ projects life cycles.
- Promotion of innovative interventions and initiatives for increased impact and organizational effectiveness.
- New formal partnership established and existing ones strengthened for increased contribution to child wellbeing.
- Increased National office visibility and influence at National, Regional and GC level through quality programing and impact.
- Advanced knowledge/practice of Design Monitoring and Evaluation approaches.
- Strong competency in proposal writing.
- Strong command of English and French (written and oral).
- Confident, good communication skills, attention to detail.
- At least 5 years senior leadership experience with a strong track record in grant acquisition/management, strategy, operations, quality assurance and DME in an International Non-Profit organization in conflict and fragile countries.
- 5 years in SLT roles in operations and/or Quality Assurance.
- Strong experience in project management.

- Excellent written and verbal communication skills in English, including report-writing and formal communication skills. French would be an added advantage.

- Excellent relationship building and people management skills.
- Excellent community development & project management skills and thorough understanding of LEAP, the DPA model and ME Partnership frameworks.
- Excellent supervision skills, including training, mentoring and supporting staff.
- Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook).
- Strong negotiation skills.
- Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
- Emotional and spiritual maturity and ability to lead a team of professionals.
- Good understanding of World Vision and Sphere relief standards.
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct.

- Must be a committed Christian, able to stand above denominational diversities.
- The candidate should have a personal calling, passion for service rather than monetary value as this is a challenging context with basic amenities.
- Perform other duties as required.
- Having a combination of operations roles( ADP manager/Operations Director) experience combined with Quality assurance as support ministry role is critical to understand WV core business and serve better the function.
Work Environment/Travel:
- Domestic Travel: 20% Regular internal travel to project areas is required.
- International Travel: 30% international travel will be required.
- On call: 10% In emergency and disaster situations, the position will be required to be on-call.
- Ability to work under pressure and in a stressful environment.
