Manager of Construction Field Operations

The Manager of Field Operations is responsible for managing all construction activities from project planning, coordinating with industry professionals, securing permits, scheduling projects and personnel and managing subcontractors for new residential construction, rehabs and critical home repair (Neighborhood Revitalization and Repair Corps).

Areas of Responsibility: 
  • Coordinate with site supervision and staff for special events
  • Work with the Chief Administrative Officer (CAO) and CCO with Fiscal budget planning and implementation
  • Develop and maintain construction budgets and schedules
  • Develop and manage a construction contract and material bid system
  • Manage value engineering and energy efficiency programs
  • Monitor invoices against compliance with the budget
  • Review and approve with the CCO all construction contracts over $10,000 and less than $100,000
  • Oversee the In-Kind solicitations of building material and labor donations
  • Schedule bi-monthly Construction Committee meetings and publish the minutes
  • Attend and assist CCO in weekly construction staff meetings
  • Attend staff meetings as directed by management.
  • Monitor construction quality and specification compliance
  • Assist CCO in completion of reports of actual expenses vs. budget
  • Weekly visits to each construction site
  • Input and manage Energy Star program and documentation

Training:

  • Keep the construction department up to date on changing Building Code requirements
  • Hold quarterly safety training sessions and schedule safety training classes for certification
  • Provide for new hire orientation

Personnel Supervision:

  • Manage superintendents through the duration of the projects
  • Set goals with each member of the construction department
  • Conduct semi-annual reviews on construction staff performance
  • Answer questions for employees regarding benefits and pay

Administration:

  • Communicate safety procedures to all construction staff including enforcement
  • Oversee personnel schedules and approve time cards for payroll
  • Assist CCO in developing and implementing project schedule, provide project reports, including weekly updates, and perform any necessary field paperwork as required
  • Assist with hiring department employees

Material Procurement:

  • Oversee all proposals, contracts, invoices and payments for all projects
  • Work closely with the Gift In-Kind Manager and Resource Manager for construction materials and service donations
Skills/Experience: 
  • Minimum of 5 years of experience in residential construction planning and development
  • Thorough knowledge of all aspects of construction technology, equipment, and methods
  • Proven success in all phases of new and rehab construction processes
  • Hands on field experience a must
  • Ability to successfully perform the essential responsibilities of the position
  • Background in non-profit organizations a plus
  • Must be able to appropriately communicate with all kinds of individuals and remain consistent in keeping a professional demeanor at all times
  • Commitment to nonprofit service with an interest in the mission of increasing affordable housing in San Diego County
  • Excellent verbal and written communication skills
  • Excellent interpersonal skills

REQUIRED SKILLS/KNOWLEDGE/ABILITIES:

  • Organizational skills – Ability to manage multiple projects, develop new programs, organize work, set priorities, and manage deadlines and shifting priorities
  • Supervisory Skills – The ability to train, supervise and evaluate a range of personnel who perform a variety of trades
  • Communication – Consistently provides clear, timely direction and takes the time to listen
  • Team Motivation – Ability to use positive and supportive strategies to achieve success and lead by example
  • Open and welcoming of people of any faith or no faith, individuals of diverse populations, and socio-economic backgrounds
  • Computer literacy in MS Office, Project, Excel, Word, Outlook and relevant construction programs
  • Demonstrates a high level of ethics, integrity, diplomacy and initiative

LANGUAGE SKILLS:

  • Ability to read, write, and speak English fluently
  • Ability to speak and understand Spanish a plus

PHYSICAL REQUIREMENTS:

  • Ability to continuously stand or walk for eight hours per day
  • Ability to bend, reach, climb stairs and lift frequently
  • Ability to lift up to 50 pounds occasionally
  • Ability to verbally communicate clearly in-person and on the telephone
  • Visual acuity sufficient to satisfactorily perform and review construction work to ensure building safety and quality control

  • Occasional work outside regular work schedule is expected

  • Valid California Driver’s License with good driving record
