Implemented since October 2016 in Mali, LINKAGES project in Mali is an HIV prevention program funded by USAID focusing on HIV and Key populations. The project has three objectives: 1) Increase availability of comprehensive prevention, care and treatment services, including reliable coverage across the continuum of care for key populations, 2) demand for comprehensive prevention, care and treatment services among key populations enhanced and sustained, and 3) strengthen systems for planning, monitoring, evaluation and assure the quality of programs for key population. Intervention zones are Bamako, Segou, Sikasso and Gao with a total of 23 health districts covered. Through its intervention LINKAGES conduct many health system information strengthening activities: i) improvement of primary community tools, ii) development of electronic database and web-based data management, and iii) field and central level capacity strengthening in data use for decision-making.
As a member of LINKAGES project, the M&E Assistant participates in all aspects of the component with specific responsibilities including but not limited to the following:
Data Management
- Develop reporting templates, documents or tools as needed to support reporting requirements
- Perform routine data cleaning, consolidation and entry of program data from partners
- Participate in and support data collection from partners
- Contribute to development of Microsoft Access database or other database tools to support effective data management
- Maintain management, storage and backup of all reporting data and update database regularly
Project Reporting
- Ensure country partners have access to and understand the required reporting forms
- Track submission of completed reporting forms and store appropriately
- Verify reports are correct and completely filled out, communicating gaps or inconsistencies to appropriate staff for follow-up
- Participate to the data quality review process
- Collaborate to the preparation of monthly and quarterly reports as needed
- Support M&E Officer in reviewing quarterly reports from local NGOs and providing feedback for improving data quality
- Minimum one years working experience in a position of data officer/manager is required for the position with proven competencies in the following areas:
- Demonstrated proficiency in MS Excel, including advanced understanding of calculations, tables and other features
- Experience with data management of health systems and global health programs
- Proficient in basic database development or management such as MS Access. Experience with key populations program indicators and database a plus
- Experience in using HMIS (DHIS2) and extracting and summarizing data
- Comprehensive knowledge of GIS and experience with epidemiological mapping data
- Experience with and understanding of HIV key population programs in Mali
