We are currently seeking qualified candidates for the position of Financial Analyst for the USAID-funded project, Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President's Emergency Plan for AIDS Relief (PEPFAR) program. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade.

The Financial Analyst will coordinate financial operations, including overall financial monitoring and support/guidance to core and field support activities, to ensure the fiscal well-being of LINKAGES. S/he provides financial management and guidance, conducts analyses of financial data, provides budget analyses for project funds, and reviews and prepares required reports to USAID to ensure compliance with the donor's requirements. S/he proactively guides and supports respective financial success by providing high level analytical expertise, implementing business strategies and developing strong customer relationships.

Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply. ​

Areas of Responsibility: 
  • Creates, reviews, and monitors multiple country program budgets with annual budgets from $1-5M.
  • Assists in subaward management, including assessment of capacity and review and monitoring of budgets and expenditures.
  • Provides on-site and remote financial technical assistance to country-based staff and provides guidance on policy and regulations related to procurement and compliance.
  • Interprets and provides explanation for discrepancies and variations in financial data. 
  • Processes invoices from sub-awardees, consultants and other vendors, and processes travel expense reports.
  • Analyzes and resolves moderately complex challenges.
  • Uses financial systems to produce reports, analysis, financial models and databases.
  • Interprets, analyzes and/or evaluates data, ensures compliance with applicable state and federal statutes, and uses Generally Accepted Accounting Procedures (GAAP). 
Educational Background: 
Bachelor's Degree or its International Equivalent.
Skills/Experience: 
  • Analyzes, budget forecasts, regulatory filings and compiles moderately complex data.
  • Applies a thorough knowledge of financial management, investment capital, risk analysis, debt management, and investment analysis, legal and regulatory compliance pertaining to the respective industry.
  • Applies updated information technology to facilitate program goals and program procedures.
  • Delivers formal presentations suited to the characteristics and needs of the audience; educates relevant parties regarding programs, procedures and/or eligibility criteria.
  • Interacts with industry representatives, co-workers and officials to analyze or resolve issues.
  • Maintains a variety of professional working relationships.
  • Documents complex issues and effectively articulates written conclusions.
  • Interacts with staff officials and executives.
  • Reviews and edits work of others.
  • Presents oral and written testimony on moderately complex issues.
  • Apply thorough knowledge of applicable information technology to perform the required duties.
  • Evaluate systems of control and recommend improvements/changes.

Education/Experience:

  • 5 - 8 Years of progressively responsible accounting, finance and operational management, and experience providing financial management of USAID-funded global awards.
  • Knowledge of U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds. 
  • Must demonstrate excellent analytical and organizational skills.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff. 
  • Must be able to read, write, and speak fluent English; Intermediate French preferred.
  • Non-governmental organization (NGO), government, or private sector experience preferred.
  • Works under very general supervision. Work is reviewed for soundness of judgment and overall adequacy and accuracy.
  • Proficiency in spreadsheet software required.
  • French language skills preferred

Travel Requirements:

  • Less than 10-15%
