The CoPTC Technical Coordinator, Papua is responsible for providing overall coordination and technical leadership for the development, delivery, management and monitoring of CoPTC TA approaches that foster AIDS elimination goals. LINKAGES CoPTC TA will encompass community-based outreach; HIV testing and counseling; HIV clinical services; and viral load testing and suppression strategies.  Focus will be placed on technical assistance that helps the District Health Offices (DHOs) and District AIDS Commissions (DACs) in targeted highlands districts, as well as the Provincial Health Office (PHO) and Provincial AIDS Commission (PAC), to strengthen CoPTC service delivery.

The CoPTC Technical Coordinator will lead a team of LINKAGES technical experts and CoPTC consultants.  S/he will work in close coordination with LINKAGES’ provincial Fast Track Coordinator and the Evidence Base Coordinator, to ensure that all TA provided by LINKAGES is strategic and high quality.

The position will be based in Jayapura or Wamena, Papua province.

Areas of Responsibility: 
  • Responsible for the coordination of Continuum of Prevention to Treatment and Care (CoPTC) TA provided by LINKAGES to targeted DHOs, DACs, PAC and PHO
  • Cultivate strong working relationships with the PAC/DACs and the PHO/DHOs and lead the development of agreements with these bodies for CoPTC technical assistance
  • Lead appropriate local strategies for First, Second and Third 90 interventions at the provincial level
  • Develop  monthly report and plans related to CoPTC TA for LINKAGES Papua  
  • Ensuring all weekly report and plans related to CoPTC is updated in google drive
  • Develop annual and quarterly work plans, budgets, and all relevant reporting requirements related to CoPTC TA for LINKAGES Papua
  • Ensure the achievement of high quality results/deliverables in accordance with the targets identified in the LINKAGES work plan and performance monitoring plan
  • Oversee the production of timely and accurate technical reports and materials, as required by the LINKAGES program
  • Represent LINKAGES at Papua meetings and consultations
  • Report regularly to the LINKAGES Deputy Chief of Party and Chief of Party on progress and status of LINKAGES Papua CoPTC TA, including the proactive identification of challenges or barriers
  • Coordinate requests for TA from LINKAGES partners and track responsiveness
  • Work closely with other units and team? to ensure strong linkages and effective processes are in place for integrated programming
  • Manage members of the LINKAGES Papua CoPTC (technical performance) teamin coordination with Wamena Coordinator
  • Perform other relevant duties as assigned
Educational Background: 
Bachelor's Degree or its International Equivalent in Public Health, Health or Related Field.
Skills/Experience: 
  • Excellent and demonstrated HIV technical experience, preferably in Papua province
  • Demonstrated organizational and presentation skills.
  • Excellent and demonstrated project management and capacity building skills
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among targeted populations in Indonesia
  • Excellent organizational, supervisory, leadership and managerial skills
  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization/project
  • Ability to meet deadlines with strong attention to consistency, detail, and quality
  • Ability to travel within country or region and internationally if needed

Experience:

  • At least 7 years of demonstrated HIV technical expertise, with substantial HIV technical experience in clinical or community-based services
  • Demonstrated capacity building, management and partnership experience
  • Proficient in both written and spoken Bahasa Indonesian and English
  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
