FHI 360 is currently recruiting for the position of Industry-led Workforce Development Specialist for an anticipated USAID-funded Georgia Economic Security Program. The purpose of the Georgia Economic Security Program is to accelerate broad-based growth of sectors outside of agriculture that show strong potential to create jobs, increase incomes, increase micro, small, and medium enterprise (MSME) revenues, and support diversification to more productive economic activities, including tourism and up to three additional sectors. The USAID/Georgia Economic Security Program has four components:

  • Strengthen cooperation in targeted sectors;
  • Support MSMEs to improve productivity, sales, quality, and development of new products and services;
  • Industry-led workforce development; and
  • Building public-private partnerships.

FHI 360 is seeking an Industry-lead Workforce Development Specialist. The Specialist will provide technical assistance (TA) to support industry-driven improvements in training and educational opportunities for the workforce supporting targeted sectors, including professional, management, and vocational skills development. The component’s work will focus on increasing the level of private sector engagement in workforce development and build communication and partnerships between the public sector, industry, and education service providers to support workforce development, including on-the-job learning opportunities. The component will also address identified gaps in training and educational programs for the workforce in targeted sectors. The Industry-led Workforce Development Specialist will work closely with component leads to ensure that the objectives of the program are met.

Areas of Responsibility: 
  • Provide technical leadership and related technical assistance in the design and delivery of related program activities and implementation
  • Manage activities that help the workforce in Georgia to adapt old skills to new industries
  • and develop a new workforce prepared for the targeted sectors that will drive the country’s future
  • Seek out opportunities to facilitate partnerships between the education service providers, private businesses, and appropriate government agencies to develop and deliver education and training appropriate to employers’ needs
  • Work with informal education institutions, such as training centers, co-working spaces, and other vocational schools to align their curricula with the needs of the country
  • Work with entrepreneurs and MSMEs to facilitate supplier development programs
  • Assist with contributions for quarterly and annual reporting
Educational Background: 
Bachelor’s degree in Economics, International Development, Education, Business Management, or a closely related field is required, and an advanced degree is preferred
Skills/Experience: 
  • Minimum of eight years of relevant experience, with prior experience with the private sector preferred
  • Strong knowledge of Georgia’s socio-economic context
  • Experience in workforce development in a developing country, including experience working with host country training or higher education institutions
  • Fluency in Georgian and English; technical proficiency in Russian preferred but not required
  • Must possess appropriate interpersonal skills to satisfy the requirements of the position
