FHI 360 is currently recruiting for the position of Youth Economic Participation Specialist for an anticipated USAID-funded Georgia Economic Security Program. The purpose of the Georgia Economic Security Program is to accelerate broad-based growth of sectors outside of agriculture that show strong potential to create jobs, increase incomes, increase micro, small, and medium enterprise (MSME) revenues, and support diversification to more productive economic activities, including tourism and up to three additional sectors. The USAID/Georgia Economic Security Program has four components:

  • Strengthen cooperation in targeted sectors;
  • Support MSMEs to improve productivity, sales, quality, and development of new products and services;
  • Industry-led workforce development; and
  • Building public-private partnerships.

FHI 360 is seeking a Youth Economic Participation Specialist. The Specialist will provide technical assistance (TA) to support identification of constraints to youth economic participation, in particular, difficulties youth face during the transition from education to the workplace, and then design interventions to overcome these challenges. The component’s work will also focus on increasing the level of private sector engagement in workforce development and build communication and partnerships between the public sector, industry, and education service providers to support workforce development, including on-the-job learning opportunities. The component will also address identified gaps in training and educational programs for the workforce in targeted sectors.

Areas of Responsibility: 
  • Provide technical leadership and related technical assistance to identify challenges youth face in transition from education to the workplace
  • Design and implement youth economic opportunities program activities to overcome the identified challenges
  • Seek out opportunities to facilitate partnerships between the education service providers, private businesses, and appropriate government agencies to develop and deliver education and training appropriate to employers’ needs
  • Work with entrepreneurs, youth-led enterprises, start-ups, and MSMEs to facilitate establishment of partnerships and supplier development programs
  • Provide contributions to quarterly and annual reporting
Educational Background: 
Bachelor’s degree in Economics, Education, Youth, International Development, or a closely related field is required; advanced degree is preferred
Skills/Experience: 
  • Minimum of eight years of relevant experience, with prior experience with the private sector preferred
  • Strong knowledge of Georgia’s socio-economic context
  • Prior experience providing technical guidance on youth economic empowerment programming
  • Experience supporting social inclusion, social cohesion, and working with marginalized and conflict-affected communities
  • Fluency in Georgian and English; technical proficiency in Russian preferred but not required
  • Must possess appropriate interpersonal skills to satisfy the requirements of the position
