The Chief of Party (COP) will manage all activities of the USAID Kyrgyz Republic: Tuberculosis (TB) Control Program; provide overall leadership and direction to the project, oversee all aspects of project implementation, including program quality, personnel and financial management. S/he will ensure close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. The COP will be responsible for providing technical and strategic leadership to the project, provide portfolio management leadership in the management, implementation, prioritization, sequencing, and selection of projects. 

The position shall be based out of Bishkek, Kyrgyz Republic. 
The recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate. 

Areas of Responsibility: 
  • Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and encourages effective team-work; 
  • Guarantees the efficient and effective use of the resources to reach the desired results of the project, monitoring the work plans, budgets and finances, in accordance with the procedures of the donor (USAID);
  • Coordinates and is responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to USAID;
  • Communicates and collaborates effectively with the local USAID Mission as well as with the national TB program and other consortium partners
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities;
  • Oversees production of timely and accurate financial and programmatic reports to USAID and FHI as required.
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters. 
  • Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies. 
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity. 
  • Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters. Represent the project in key meetings, including appropriate working groups, conferences, etc. 
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
Educational Background: 
At least a master’s degree or its international equivalent or higher in public health or a related area. 
Skills/Experience: 
  • At least 10-15 years of professional experience in public health, particularly leading and designing health programs (Tuberculosis); experience in working with key stakeholders in Kyrgyz Republic strongly desired;
  • At least 7 years of professional experience in project management and leadership, including experience in managing USAID projects and staff; 
  • Proven experience working with government officials, particularly the Ministry of Health is highly desirable, to support strategy development, implementation plans and decision making;
  • Strong critical thinking and problem solving skills to plan, organize, and manage resources for successful completion of projects.
  • Proven experience with USAID regulations in financial and accounting management per USAID guidelines, ensure that the project maintains the highest administrative, financial, and operational standards for compliance and audits;
  • Excellent oral and written communication skills in English; knowledge of local language will be an advantage;
