This position has the responsibility for the procurement of goods and services following March of Dimes policies, procedures and applicable local, state and federal regulations. Duties include planning, scheduling, initiating, monitoring and quality assurance of all procurement and contract activities. Work requires the ability to work independently. Requires ability to negotiate contracts, create competitive matrices and manage multiple concurrent tasks.
Areas of Responsibility:
- Manages day-to-day operations of the procurement process; Manages and reviews documents for the procurement of all supplies, equipment and services for the March of Dimes ensuring quality, cost and timely delivery.
- Prepares, maintains and ensures compliance of the Procurement Policy and Procedures Manual, as well as applicable federal and state laws for purchasing.
- Establishes bid standards and prepares procurement documentation to publicly solicit bids in accordance with the internal policy; Manages the preparation of solicitation documents and offers; Conducts the evaluation of proposals, offers and bids.
- Assures all suppliers deliver materials and services in accordance with the agreed upon contract parameters; assures all invoices are audited for compliance with contract terms and supervisor approvals while maintaining records through to completion.
- Develop plans for effective organization of fulfillment products utilizing latest procurement methodologies such as Just-In-Time ordering process, electronic/internet on-demand printing and, where applicable, the orderly inventory and turnover of warehoused materials
Educational Background:
Project management and supervisory experience
Skills/Experience:
- 5-7 years experience
- Four year college degree or equivalent
