Project Director – Accelerating Support to Local Able Partners (PEPFAR Local Partners)

FHI 360 seeks a qualified candidate for the position of Project Director for an upcoming USAID-funded global project, Accelerating Support to Local Able Partners (ASAP). ASAP is designed to meet the PEPFAR Local Partners target and provide indigenous partners support with human resources for health (HRH) and provide TA for financial systems analysis, data utilization and verification, procurement actions, and meeting targets across PEPFAR programming. Program activities will focus on organizational capacity development to enhance the organizational systems and functioning of local indigenous partners to achieve PEPFAR goals. Activities may include capacity assessments, identification and execution of appropriate capacity development interventions, monitoring and evaluation of results of interventions and achievement of targets, and documentation and sharing of lessons learned across interventions. The Director will oversee the work of the global ASAP team.

The Project Director leads the project and is responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with national and international partners, the donor, and other key stakeholders. The Director has overall programmatic and fiscal responsibility for the project, including achieving project results, effectively communicating accomplishments, timely financial and programmatic reporting, and ensuring compliance with all US government and the organization’s regulations.  

Areas of Responsibility: 
  • Lead and direct the project team to develop and execute overall project strategy and work plan and achievement of project results
  • Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented, and will fulfill donor contractual requirements and the organization’s requirements
  • Establish and maintain relationships with program donors, developing country governments, international organizations, other bilateral donors and civil society representatives, and senior level government officials
  • Oversee all technical activities with regard to working with local partners, particularly in areas related to organizational capacity development, financial management and audits, business development, and transition/ sustainability
  • Ensure the timely and complete submission of all performance reports and responses to donor requests for performance, success stories, and financial information for the program
  • Ensure compliance with contract requirements and organization and program-specific policies
  • Identify issues and risks related to project implementation in a timely manner, and suggest appropriate program adjustments
  • Manage and supervise the work of program personnel, including expatriate and local staff, and subcontractors, with a focus on core results, achievement of work plan and targets, and timely implementation
Educational Background: 
Master’s Degree or its international equivalent, in Public Health, Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or related field; PhD prefer
Skills/Experience: 
  • Minimum of 15 years of project management experience, with at least 10 years of senior-level experience in managing large and complex US Government-funded HIV/AIDS programming; at least five years of experience working with PEPFAR and USAID policies and programs
  • Demonstrated experience leading and managing complex projects that are strategic in nature and national/international in scope
  • Demonstrated experience managing contracts under USG funding
  • Minimum of 10 years of demonstrated experience working with local partners to strengthen organizational capacity and enhance organizational performance, particularly in areas related to organizational capacity development, financial management and audits, business development, and transition/sustainability
  • Demonstrated experience strengthening civil society networks, developing civil society capacity, and supporting health service delivery initiatives
  • Demonstrated experience interacting with developing country governments, international organizations, other bilateral donors and civil society representatives, and senior level government officials
  • Ability to lead multidisciplinary teams and manage expatriate and local staff
  • Field experience working with humanitarian response and public health programming is highly desirable
  • Excellent management, communication, and organization skills are required
