The Director of Capacity Strengthening will oversee capacity and institution strengthening for the anticipated Social and Behavior Change for Transformation (SBC4T) Project. S/he will direct the provision of technical assistance support to public and private organizations in a number of technical areas, including SBC, institutional development, collaboration, and coordination with an array of partners (e.g. government, nongovernmental). The Capacity Strengthening Director will work under the oversight of the COP. This position is contingent upon funder approval of key personnel and availability of funds.

Areas of Responsibility: 
  • Provide leadership in capacity strengthening, including the design of strategies and tools to guide activities with the GOU, civil society partners, and US government partners
  • Develop and oversee the implementation of capacity strengthening approaches at the national, regional, and district levels
  • Lead the design, delivery, and monitoring of technical assistance plans to strengthen partners’ ability to design, implement, and evaluate evidence-based SBC
  • Provide support to the GOU to design and implement improved systems for SBC planning and implementation
  • Assess institutional systems and SBC capacities, and develop plans
  • Ensure the Team’s efforts are coordinated and conducted in accordance with the plans
  • Guide and monitor implementation of activities to achieve the goals of the project, ensuring that required inputs are in place on time
  • Represent the project in technical meetings, conferences, and coordination platforms
Educational Background: 
Master’s degree or its international equivalent in organizational development, public health, education, social science, or a related field
Skills/Experience: 
  • At least eight years of experience with progressively increasing responsibility in the design and management of complex, large capacity and institution strengthening activities in Uganda or other similar environments involving multiple stakeholders
  • Strong understanding and previous experience working with, advising, and providing capacity strengthening to the Government of Uganda and Ugandan non-governmental organizations, civil society organizations, and other local non-state organizations
  • Demonstrated knowledge of capacity strengthening methodologies at the system, organization, and individual level
  • Demonstrated strong technical, programming, and management skills
  • Professional training and experience with adult learning methods, training or facilitation, organizational capacity assessments, mapping, and planning
  • Exceptional oral/written communication skills (including oral presentation skills) in English; one or more additional languages a plus
  • Strong understanding and expertise in SBC
  • Proven ability to work as an effective team member
  • Demonstrated interpersonal and negotiation skills and experience working in collaboration with partners, donors, and NGOs
  • Ability to set priorities while multi-tasking, and to meet deadlines
  • Ability to work and travel within Uganda
