We are currently seeking qualified candidates for the position of Technical Officer III, Post-Primary Education in the Global Education Department.
FHI 360’s Global Education Department focuses on education system strengthening throughout the developing world. Work is conducted through contracts and cooperative agreements from funders such as the US Agency for International Development (USAID), the Millennium Challenge Corporation (MCC), and Kosmos Energy, among others. The Global Education Department currently implements large multi-year education programs in countries across Africa, Asia, the Caribbean, and Central America, as well as other programs that focus on research or targeted technical assistance. The Global Education Department has major technical and research initiatives in early teaching and learning, post-primary education, and education in conflict and crisis.
The Global Education Department seeks a Technical Officer III to support the post-primary education team in business development initiatives and project specific technical assistance.
Business Development and Communications
- Support all phases of a proposal process, including leading technical design for Global Education proposals.
- Support and manage proposal capture efforts, both remotely and in target countries.
- Develop and write all sections of proposals, including capability statements, past-performance reports, staffing plans, and technical strategies and approaches.
- Support development of proposal budgets.
- Cultivate relationships with potential partner organizations.
- Author technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures for proposal development.
- Develop communications pieces to promote post-primary project accomplishments and lessons learned, including press releases, announcements, blog posts, and success stories.
- Deliver presentations at professional meetings and conferences and serves as liaison to external organizations as assigned.
Technical
- Lead the design, development, planning, and implementation of global level innovative technical strategies, with an emphasis in areas such as teacher professional development, curriculum development, ministry strengthening, social emotional development, technical vocational training, and school management from middle grades through university levels.
- Write and edit technical reports, briefs, presentations, web pages, and other publications.
- Coordinate and liaise with internal units on all phases of the production of technical documents and presentations, including writing, editing, formatting, and publishing.
- Provide technical support in development and dissemination of tools, training materials, manuals, and systematization of technical activities.
- Monitor and maintain protocols, instruments, and data sets.
- Conduct research and literature reviews to achieve program objectives, including collecting, compiling, and analyzing information and data relevant to post-primary education topics.
- Monitor and analyze program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines. Contribute to development work plans and quarterly reports.
- Provide leadership and team building at the task and project levels.
Program Management: Work with project director/managers and other team members to:
- Identify and resolve project issues and develop and implement improvement plans to ensure project stays on time, on scope, and on budget, adhering to project strategy, work plans, and standard operating guidelines.
- Manage all phases of subcontractor and consultant processes, including drafting and posting scopes of work, coordinating selection processes in compliance with FHI 360 polices, finalizing contract packages, accepting and reviewing deliverables, and modifying contracts.
- Provide guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work through strong communication with internal and external contacts.
- Support knowledge management of project documents, through platforms such as SharePoint, in accordance with FHI 360 policy.
- 8+ years of experience providing technical assistance for international education projects.*
- Demonstrated leadership roles for business development processes and proposals.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred. Experience with US government rules and regulations preferred.
- Demonstrated experience managing complex tasks within fixed timeframes.
- Sensitivity to cultural diversity and understanding of political, contextual, and ethical issues in the developing world.
- Articulate, professional, and able to communicate in a clear, positive, and timely fashion with clients and staff. Sound judgment and strong writing skills required.
- Must be able to read, write, and speak fluent English and Spanish. Fluency in French preferred
