The SBC Technical Director will work in close collaboration with the COP to ensure SBC approaches and activities are sound and support the results and goals for the anticipated Social and Behavior Change for Transformation (SBC4T) Project. The SBC Technical Director will lead development of SBC strategies in coordination with partners and will ensure quality, timeliness, and efficiency of all products and activities generated and ensure adherence to global standard of excellence in SBC programming. In collaboration with M&E Director, s/he will monitor program results and be responsible for the quality and accuracy of technical interventions and results. The position will be based in Kampala, Uganda and will report to the COP.  This position is contingent upon funder approval of Key Personnel and availability of funds.

Areas of Responsibility: 
  • Provide overall technical leadership and expertise in the development and implementation of SBC strategies to address the need of behavior change related to health (FP/RH, MNCAH, malaria, HIV/AIDS, and other selected health areas) and development sectors
  • Provide leadership in implementing and operationalizing SBC strategies and approaches including use of human centered design (HCD), behavioral economics, and communication approaches.
  • Ensure project’s SBC interventions address determinants of desired behaviors and employ strategies that address internal, social, and structural determinants
  • Lead the development and implementation of innovative and transformative national and subnational SBC strategies that are informed by theory, based on evidenced, and informed by research.
  • Support the design and development of qualitative and formative research to inform SBC strategies and products, including the establishment of performance indicators and measures to monitor and record outcome and impact data
  • Ensure the Team’s efforts are coordinated and conducted in accordance to technical strategies
  • Represent the project in technical meetings, conferences, and coordination platforms
Educational Background: 
Master's Degree in public health, social sciences, international development, health or development communication, business administration, social sciences, or a closely related field is required
Skills/Experience: 
  • Eight+ years senior level management experience in the design, implementation, and management of SBC programs of similar size, complexity, and settings
  • Knowledge of USG Health initiatives and related reporting requirements and funding parameters
  • Knowledge of state-of-the-art SBC models and strategies, including HCD and participatory development approaches, behavioral health driven tactics and strategies including behavioral economics, as well as their practical application to one or more health and development areas is required
  • Demonstrated knowledge of experience applying proven SBC approaches for audience segmentation and addressing different types of health and development behaviors, as well as use of a life stage framework, and integration across health areas and/or sectors desired; Experience designing activities to address behaviors using communication and non-communication-based approaches
  • Proven understanding of social norms and dynamics influencing behaviors
  • Experience in developing and implementing SBC strategies, projects, and programs in East Africa and preferably Uganda, that have demonstrated impact, at scale.
  • Demonstrated track record of achieving results in a development context and working in teams and fostering partnerships, including private sector.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
  • Excellent English verbal and written communication.
  • Proven ability to work as an effective team member.
  • Ability to set priorities while multi-tasking and meet deadlines.
  • Ability to work and travel within Uganda
