Under the supervision of the World Vision Mali-Mauritania Operations Director and the World Vision Mauritania Country Program Manager, the Operations Manager provides supervision to multiple programmes by ensuring effective and efficient operations. This includes ensuring that allocated programs resources are used as per World Vision Mauritania’s approved strategy, technical programs, project models, policies, donor standards and procedures to attain Child well-being outcomes, and demonstrate impact on Child well-being.

Areas of Responsibility: 
  • Drive strategy realization by providing leadership, support and guidance in the implementation of all sponsorship, grants, private non sponsorship and emergency/humanitarian programs in WV Mauritania; while ensuring (i) continued project alignment to Our Promise 2030 Strategy; (ii) focus; (iii) operational efficiency and effectiveness; (iv) timely project execution; (v) effective and timely budget management with no over spending or under-spending; (vi) respect for quality & standards; and (vii) continued scale up of approved project models in alignment with OP2030.
  • Ensure the timely development of all planning documents (DIPs, Annual & multi-year budgets) & transition to LEAP 3 & LEAP2 in line with the National Office strategy/Technical program through the CESP.
  • Ensure and reinforce compliance with approved policies, systems, procedures and internal controls in all programs and projects within operations.
  • Ensure Cluster and Technical programme teams conduct annual review and planning meetings to enhance the community leadership in all programs.
  • Facilitate networking relationships with government, and other key partners.
  • In close collaboration with Technical Program managers, enhance staff capacity & skills, on job coaching and provide leadership in performance management to ensure smooth staff relations, team spirit and accountability in Operations.
  • Ensure Area Program and Area Development Program compliance to sponsorship, child protection, participation and safeguarding organizations standards; as well as integration of sponsorship and advocacy into programming.
  • In coordination with the Resources Acquisition Manager and Programme Effectiveness units, work closely with Clusters and Technical Program Managers to develop grants and Private non-Sponsorship to complement sponsorship funds to achieve
  • greater impact on Child Well-Being.
  • Ensure quality programs/projects implementation and timely reporting of monthly, quarterly, bi –annual and annual projects/programs narrative and financial reports.
  • Ensure that internal, external, and Global Centre (GC) audit recommendations are timely responded to, fully implemented and progress is reported quarterly. This includes following up on high-level risks related to Operations, as defined by the Department each Fiscal Year.
Educational Background: 
Bachelor’s Degree in Development Studies; Economic Development, Community Development, Sociology, Agriculture or related field.
Skills/Experience: 
  • Experience: 5 years’ experience in operations or programming management.
  • Ability to communicate effectively.
  • Report writing capacity.
  • Ability to train others.

Preferred:

  • Master’s degree and at least 3 years’ experience in a leadership position in a development program.
  • Thorough knowledge of MS Office, knowledge of Lotus Notes is preferred.
  • Good verbal and written skills in French is essential, English is required.
  • Working knowledge of program/project cycle management.
  • Demonstrated strong ability in operations efficiency, management and supervision.
  • Experience in working with donor funds, sponsorship operations and grants funding.
  • Demonstrated ability in child wellbeing development and Child protection.
  • Good knowledge of disaster management, emergency preparedness, monitoring and evaluation, sphere standards are added advantage.
  • Ability to work in cross-cultural and diversity context.
  • Strong ability in planning and organization.
  • Ability to maintain effective working relationships with all levels of staff and donors.

Working Environment/Travel:

  • Work environment: Office-based with frequent travel to the field.
  • Travel: 50% Domestic/international travel is required.
  • On call: 15%.
