The Monitoring and Evaluation Officer supports the Senior M&E Officer and Database Assistant in all monitoring and evaluation (M&E) activities for FHI 360 Zimbabwe. S/he supports the Senior M&E Officer and Database Assistant in the delivery of sound technical assistance in M&E and provision of wide-ranging technical input in data management processes.
Areas of Responsibility:
- Support the Senior M&E Officer and the Database Assistant in FHI 360 M&E and data management processes at national level;
- Ensure that provincial teams adhere to FHI 360 M&E Quality Management System (Standard Operating Procedures, Process Flowcharts, Forms), data flow (processes and procedures for data flow, collecting forms), and use of the FHI 360 M&E databases;
- Support in the implementation of all QA/QI processes within FHI 360 Zimbabwe;
- Supervise and support the data management, analysis and quality management-related initiative undertaken by M&E officers at district level. In particular, provide guidance in the development and/or adaptation of M&E tools, in the monitoring of their day-to-day use, and in their modification;
- Ensure all relevant project staff are able to utilize the project database to analyze program information and results;
- Review weekly project performance and providing feedback to the district teams with the guidance of the Senior M&E Officer;
- Assist with backup and recovery of all databases and their management. Take appropriate measures to ensure the security of the data from the districts;
- Review data being collected in order to locate and fix problems with data entry or integrity;
- Assist in developing and ensuring adherence to policies so that security and confidentiality of FHI 360’s identifiable health data is upheld. Monitor staff compliance with confidentiality policies to assure that security standards are met;
- Assist in designing and developing database applications in response to FHI 360’s information needs, using MS Excel, Access, DHIS 2, VB and SQL;
- Perform other duties as assigned.
Educational Background:
Minimum of university degree in Social Sciences, Demography or relevant equivalent.
A Health Information Systems (HIS) or ICT postgraduate qualification is an added advantage.
Skills/Experience:
Knowledge, Skills & Attributes:
- Sound knowledge and experience in M& E within Zimbabwe public health sector.
- Ability to work independently with minimum supervision.
- Ability to represent FHI 360/Zimbabwe to stakeholders and the NGO community.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- High degree of proficiency in written and spoken English communication, including presentation and training skills.
Qualifications:
- Sound understanding in the use of databases.
- 3 to 5 years’ experience within Zimbabwean public health sector
- Sound practical knowledge of statistics, the use of statistical software and other relevant computer program.
- Familiarity with USAID and PEPFAR programs is required.
