Save the Children seeks a Chief of Party (COP) for an anticipated USAID-funded Social Behavior Change Project. The project will be a five-year award aimed at improving health and child protection behaviors among Cambodians, in support of the Mission’s health sector goal of ensuring that Cambodians seek and receive high-quality health and social services at decreased financial hardship through sustainable systems. The Activity will accomplish this result through two specific objectives: 1) strengthened public sector systems for oversight and coordination of social behavior change (SBC) at the national and provincial levels; and 2) improved ability of individuals to adopt healthy behaviors.
The Activity will work primarily in the areas of maternal and child health (MCH), tuberculosis (TB), and malaria with attention to other health areas, such as family planning, nutrition, water and sanitation (WASH), or other development sectors, as other funds become available. USAID/Cambodia may support expansion of the Activity to include other prioritized SBC interventions or other priority geographic regions.
- Lead the project’s strategic, financial, and operational planning, including the annual work planning process;
- Oversee the timely submission of all deliverables to USAID;
- Supervise all program staff and oversee the hiring process of local personnel;
- Provide overall coordination of the institutional/organizational capacity building of local NGOs and other key stakeholders;
- Fully inform Save the Children’s home/field office on all matters relating to the project, and maintain appropriate links with partner home/field offices;
- Ensure that efficient systems to support all aspects of the project (including sub-grant management, financial, capacity building and performance monitoring and reporting) are in place and support the effective use of project resources in compliance with USAID regulations and Save the Children policies;
- Represent the project with USAID, Royal Government of Cambodia, donors, and partners;
- A senior manager with an advanced degree in public health, health promotion, behavioral sciences, mass communication, or a related area including health or behavioral economics;
- Demonstrated experience with team building, negotiation, collaboration and coordination across multiple projects, local organizations, government, and private sector;
- A history of productive involvement with governmental health systems, processes and service delivery models in developing countries;
- Knowledge and experience implementing social and behavior change projects in Asia;
- General knowledge of community mobilization and capacity strengthening;
- General knowledge in health subject areas relevant to the award (MCH, TB, malaria, family planning, WASH and nutrition);
- Strong working familiarity with USAID regulations and policies;
- Fluent oral and strong analytical, written English communications skills is required;
- Extensive experience in Asia, with experience in Cambodia preferred; and
- Knowledge of Khmer language preferred but not required.
