Program Officer, Supply Chain Systems

We are looking for a Program Officer (PO) for Supply Chain Systems. The PO will report to the Senior Program Officer, Supply Chain Systems Design, and will be located in Seattle, WA, USA.

Areas of Responsibility: 
  • Responsible for managing a grant portfolio, and related internal and external relationships, and/or providing research and analysis work in support of grant-making, strategy development, coordination, communications and advocacy (the grant portfolio will be a mixture of grants funded by the Integrated Delivery team and grants funded by or co-funded with other PSTs)
  • Plan, guide and implement a wide range of activities in support of strategic planning, prospect and develop complex investment opportunities, grant management and external relationship management
  • Review letters of inquiry and grant proposals; provide clear, concise and insightful written analyses and recommendations for funding, including drafting and editing proposal summaries and progress reports for existing grants for review by foundation leadership
  • Consult with grantees to achieve desired impact of grants; conduct site visits when appropriate, provide technical guidance, convene meetings and apply and evaluate milestone-based performance objectives
  • Manage internal processes and portfolio progress while ensuring appropriate documentation, grant budgeting and reporting. Improve operational efficiency and effectiveness.
  • Prepare and write briefs and synthesize existing literature. Provide written analysis of key topics for foundation management. Fulfill data requests from leadership.
Educational Background: 
Master’s degree in a relevant field with 5+ years of experience, or Bachelor’s degree with 8+ years of experience
Skills/Experience: 
  • Experience in managing or leading supply chain initiatives within commercial organizations
  • Context and experience working in frontier markets (ideally African markets)
  • Readiness to take on low maturity supply chains and pair this with commercial best practices and advances
  • Understanding and demonstrated experience with commercial supply chain control towers
  • Six sigma or similar training
  • Deep analytical, writing and verbal skills for communicating with a broad and diverse audience
  • Effective as a collaborator in complex internal and external organizations. Much of this team member’s key roles will include managing effective relationships with foundation colleagues, public sector leaders, private/non-state actors, etc. Therefore, this person must have the humility and interpersonal skills to work effectively and professionally with a diverse set of people to listen, learn, and develop a path forward. The right person must also understand what is necessary and be able to engage at a country level to work with different stakeholders—e.g. country governments, and in particular Ministry of Health (MOH) Officials, UN agencies, donors and global and local procurement agencies, private and public distribution actors.
  • Leadership abilities to work with multiple stakeholders, including government, other donors, grantees to create a common vision and visualize simple and effective but implementable solutions to complex problems
  • Comfortable in a wide range of cultural, geographic and operational situations, demonstrating culturally sensitive behavior with a diverse range of people
  • Works with efficiency and diplomacy
