The Specialist, Logistics & Response Roster is responsible for supporting USPA’s Domestic Emergency and Head Start units. They will be the subject matter expert for these two units, ensuring policies and processes are maintained, implemented, and updated or replaced as needed. The Specialist must have solid industry knowledge, good communication skills and the ability to provided hands-on support to stakeholders within USPA and SCUS, including staff in procurement, GIK, finance and program.

Additionally, the Specialist will be critical in the administration of the Domestic Emergencies Surge Capacity roster.  They will work directly with the Director, Operations and Surge to manage recruitment, cultivation, training, deployment and ongoing engagement of domestic responders in order to ensure that the Domestic Emergency Unit has a strong roster of internal and external resources to deploy and effectively respond to domestic emergencies.

This position requires availability for emergency response deployment at short notice.

Areas of Responsibility: 

Logistics Support for Domestic Emergency Unit – 35%

  • Ensure that SCUS minimum standards of logistics procedures and policies are implemented and adhered to throughout the program, briefing and supporting relevant staff as required
  • Provide advice and support to Budget Holder on logistics issues, and collaborate on budgets, technical aspects of the program, and implementation mechanisms as required
  • Where appropriate, be responsible for developing and implementing emergency preparedness strategies across the logistics aspects of the operation, including prepositioning of resources and supplies in preparation for secondary hazards/disasters.
  • Manage all distribution and transportation activities
  • Serve as point of contact for third party logistics company
  • Maintain orderly warehouses across US Programs and adhere to all warehouse management best practices
  • Inventory management of warehouse - keep track of quality, stock levels, delivery times, and transport costs
  • Ensure that orders arrive and are dispatched on time, to the appropriate destinations, and in the expected quantities
  • Working with our distribution team(s) to move goods as per program team requirements, managing communication/control throughout the process, and ensuring all deadlines are met
  • Identify, coordinate, communicate and implement logistics and transportation improvements across the network

Surge Capacity Support for Domestic Emergency Unit – 35%

  • Manage Surge roster – maintain list of active roster, ensure that all requirements for being on the Surge team are met, coordinate regular communications
  • Manage Surge deployment in response
  • Manage incoming applications for internal staff on the surge roster and ongoing engagement of surge team members
  • Support the facilitation of Surge trainings – helping to organize, communicate and coordinate training events.

Deploy to Domestic Emergency Responses – 10%

  • Support emergency responses as responder or backstop – potential roles include, but not limited to: Deputy Team Lead, Operations and Logistics Officer
  • Warehouse management of inventory arriving/leaving
  • Serve as point for all emergency distributions working in partnership with program and MEAL (Monitoring, Evaluation, Accountability and Learning) teams
  • Control fleet and office assets
  • Manage volunteer and deployed warehousing staff

Logistics Support for Head Start – 20%

  • Develop and oversee local implementation of inventory tracking and management approaches in Head Start programs in accordance with federal regulation.  
  • Responsible for overseeing the accurate and timely submission of federal property and inventory forms (SF-428 and SF-429) annually and at the end of each 5 year grant cycle.
  • Provides logistics support to all Head Start programs in the implementation of Gifts In Kind goods used in Head Start programs.
  • Participates in the startup and close-out of Head Start awards by ensuring accurate inventory systems are put into place to meet federal reporting guidelines.
Educational Background: 
High school diploma or technical/ vocational degree
Skills/Experience: 
  • A minimum of 3-5 years of logistics & transportation management required
  • Advanced level skills using Microsoft Excel
  • Extensive experience in rate database management, freight payable process, and freight claims processes
  • Availability to deploy domestically to emergency response situations
  • Experience with ground transportation operations including DOT, OSHA and all related safety regulations
  • Knowledge of distribution systems and 3 PL- third party logistic providers
  • Knowledge of government regulations within the warehousing and transport industries
  • Experience leading a team of staff
  • Ability to write reports, business correspondence and procedure manuals
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Ability to work independently and handle multiple projects

Preferred Qualifications

  • A Bachelor’s degree in Business Administration, Logistics or Supply Chain preferred and/or 3-5 years of logistics management-transportation experience or in a similar role
  • Capable of interacting effectively with all levels of personnel in a fast paced, just-in-time, delivery environment
  • Knowledge of shipping, receiving or transportation preferred
  • Solid, progressive experience in all aspects of logistics
  • Ability to make sound decisions, multi-task and prioritize
