The United States Agency for International Development (USAID)/Bangladesh has announced an Annual Program Statement (APS) for a 5-year project aiming at Strengthening Public Sector Maternal and Newborn Care. Through this APS, USAID seeks proposals to assist the Government of Bangladesh’s (GOB) public health system with its unfinished agenda for Ending Preventable Child and Maternal Deaths (EPCMD). Emphasis will be on newborn care by scaling up proven approaches in the public sector. All posts are contingent on the issuance of USAID funding and the selection of applicants is subject to USAID approval.
The Monitoring, Evaluation and Learning (MEL) Advisor is responsible for obtaining, analyzing, reviewing and interpreting project data. S/he will work with host country counterparts in developing, strengthening and implementing monitoring systems to track project progress and impact. S/he will monitor and assess project implementation progress as required and provide feedback to colleagues and partners to improve project activities. The MEL Advisor will also develop and maintain systems to collect and analyze information on inputs, outputs, outcomes, and impact of the program. S/he will design and lead the implementation of the project's MEL strategies, requirements and country level activities. In addition, the Advisor will work directly with the project’s technical staff and will manage an MEL team to develop appropriate indicators and select the monitoring and measurement tools for project implementation and rollout. This is a leadership position and will serve as a key member of the project team in Bangladesh.
- Minimum of eight (8) years’ experience in monitoring and evaluation of multi-sectoral USAID programs. Previous experience on USAID programs and health-focused programs preferred.
- Demonstrated ability and skills in analysis and report writing is essential.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and/or performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
- Experience in planning and managing surveys.
- Demonstrated experience in health or nutrition programming is desirable.
- Experience developing and refining data collection tools.
- Knowledge and significant experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs.
- Demonstrated knowledge and practical experience of implementing MHealth initiatives desirable.
- Demonstrated experience in developing and implementing monitoring systems and conducting evaluations especially for health programs.
- Strong quantitative and qualitative research skills.
- Able to work within a tight timeframe, managing MEL team members and meeting deadlines and deliverables to partners and donors.
- Excellent oral and written communication skills.
