The Malaria Team is recruiting a Deputy Director (DD) for Vector Control to support the Director and Program Strategy team (PST) in achieving its impact goals by developing and refining the foundation’s malaria product development strategy and pipeline. The DD will report to the Director, Malaria and closely integrate with other DD’s of the Malaria Leadership Team, especially DD-Medical, and key technical/functional colleagues. He/she will also consult on vector control requirements and surveillance for the Neglected Tropical Disease team.   Responsibilities will include managing the execution of a growing and complex portfolio of investments focused in late-stage development and product readiness of vector control tools, as well as consulting oversight of vector surveillance and vector control delivery. S/he will also help guide team members in the management, integration, & oversight of portfolios of foundation investments (grants and contracts) through a highly matrix organization while working with external partners to drive progress toward eradication.

Areas of Responsibility: 
  • The DD is the Product Development Portfolio lead for vector control efforts & strategies across malaria program Initiatives, projects and investment making.
  • The DD is the Prevent Transmission Initiative co-lead with cross-cutting responsibility for integrating the portfolio of malaria product development investments targeting preventing transmission. (vaccines, vector control products, and drugs as used to prevent transmission).
  • As part of a matrix team, the DD-Medical, who oversees drugs, vaccines, and diagnostics and serves as overall R&D portfolio lead, will coordinate prevent transmission strategies into an integrated malaria R&D investment strategy with the assistance of DD Vector Control
  • Supervise staff making or consulting on other delivery grants involving vector control, including managing our key product development partner grant with Innovative Vector Control Consortium.  Make and manage investments as requested by the Director including managing internal processes and progress while ensuring appropriate documentation, budgeting and reporting.
  • Provide oversight and guidance to entomological and epidemiological trials conducted by our foundation partners.
  • Collaborate with foundation colleagues in related program areas to take advantage of cross-cutting technical and clinical development opportunities related to and across the malaria and NTD portfolio while identifying opportunities for technical and clinical innovation.
  • Contribute to the evaluation of new technologies for development and manufacturing (i.e.. Insecticides, insecticide delivery systems, and production of genetically modified mosquitoes) in support of malaria eradication.
  • Lead the development of annual investment plans and budgets for the Vector Control portfolio.
  • Identify promising areas of the research and innovation to fill key gaps in our knowledge of the interventions needed for malaria eradication as well as develop and/or guide the development of related Requests for Proposals (RFPs) and specific proposals.
  • Provide strategic guidance in crafting grants and contracts that require complex research or analytics.
  • Contribute to periodic reviews and evaluations of the strategy’s implementation and impact.
  • Attend meetings to represent the foundation and shape global, regional and country agendas in line with foundation strategy. May serve on external boards and working groups.
  • Consult with grantees and other partners to maximize the impact of projects and ensure optimal learning.
  • As requested by the Director, Malaria, the DD may have relationship manager responsibilities with key partners, including IVCC.
  • Look for and then execute against opportunities to improve the global system to accelerate the introduction and scale-up of novel vector control products, such as next gen nets, new delivery systems, and future novel innovations.
  • Work with senior foundation leadership as requested to address cross-cutting issues and improve functions and performance.
  • This role manages people and is responsible for communicating performance expectations, leading individual goal setting and performance evaluation, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable while supporting employee development and recognizing achievement and lessons learned.
Educational Background: 
A PhD or equivalent in entomology or a related field is required.
Skills/Experience: 

The foundation is looking for a global expert in control against malaria vectors with recognized scientific, management and strategic planning skills. The ideal candidate will have a minimum of 10 years’ experience in industry or equivalent experience managing product development programs, clinical development programs, and regulatory and policy expertise; with a preference for Phase I-III entomological trial experience and a strong mix of service in both the public and industry sectors.

The ideal candidate should have:

  • A minimum of 10 years experience in medical entomology and vector borne diseases, with management experience in malaria transmission and vector control product development.
  • A strong knowledge of vector control product development processes, particularly late-stage development and regulatory requirements and procedures; at both global and national levels.
  • Knowledge of WHO vector control regulatory and policy processes is highly desired.
  • Deep experience in malaria transmission with proven experience in conducting vector control Phase I and II trials in endemic countries, as well as executing vector control epidemiological trials (Phase III) in austere field conditions of the developing world is highly desired.
  • Experience in insect biocontrol programs or genetically-modified (GM) insect evaluation is desired.
  • Proven ability to evaluate new technologies and innovations.
  • Proven ability to lead and influence others internal and external to the organization.
  • Experience in strategic planning and strategy implementation.
  • Demonstrated capacity and initiative to solve problems with energy and a positive attitude.
  • Demonstrated excellence  in  scientific  writing  and  data  analysis,  written  and  oral communication skills, and experience advocating and communicating with a broad and diverse audience.
  • Experience in a role requiring collaboration (both internally and externally), prioritization and results-orientation in a fast-paced, complex organization.
  • Demonstrated ability to work with efficiency, diplomacy, and flexibility particularly as part of a team. Experience working on teams with diverse cultural and professional backgrounds.
  • Ability to travel up to 30% domestically and internationally.
