Education in Emergencies Advisor, Humanitarian Surge Team

As part of a commitment to working with children in times of crisis, Save the Children will support programs in both sudden onset emergencies and chronic humanitarian situations. The Humanitarian Surge Team (HST) scheme ensures that high quality personnel are deployed at speed and scale when and where emergency strikes.  HSTs may be deployed in the first or second phase of a large or medium scale emergency where Save the Children is scaling up in order to provide expertise and leadership. HSTs may also deploy to small or medium emergencies or chronic humanitarian crises in order to provide additional support to Country Programs to continue to deliver quality programming.

As Save the Children US’s dedicated surge personnel capacity, HSTs can expect to deploy 6-9 months of the year for 2-3 months at a time in varying environments and contexts. During deployments HSTs should expect to work unusual hours and in potentially insecure and stressful environments.

The Roving Education in Emergencies (EiE) Advisor will play a critical role in designing and implementing quality education programming in Save the Children’s humanitarian responses worldwide. While deployed, the EiE Advisor may take on a variety of roles, depending on the situation, including leading on assessments, strategy and program design for EiE, initiating or troubleshooting implementation or evaluation of programs, leading representation and coordination for EiE programs and conducting trainings for staff and stakeholders in EiE principles, policies and standards.                     

Areas of Responsibility: 

The EiE Advisor will be deployed up to 80% of the time to support EIE in humanitarian responses. The individual may be deployed to act as EIE Program Advisor or Program Manager or to conduct capacity building within an SCI office, and may also be deployed as Cluster Coordinator working closely with UNICEF. In some cases, the individual may be seconded to UNHCR as an Education Advisor. Roles will vary according to needs and may include the following:

Deployment to Save the Children Emergency Responses (EiE Program Advisor, Program Manager or other)

Strategic Program Development:

  • Lead Education assessments in coordination with other sectors and agencies, ensuring all assessments include a specific analysis of children’s learning needs and access to quality education
  • Work closely with country team (including response staff) to review, revise, and oversee the Education sector response plans and master budgets
  • Provide technical support and supervision of Education response programming consistent with the best interests of the child, donor requirements, INEE Minimum Standards, CHS, and the Red Cross Code of Conduct
  • Work closely with the country team to support fundraising for the Education sector response, including development of high quality concept notes and proposals, and engagement with donors
  • Prepare/finalize timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements
  • Work closely with the Human Resource team, identify Education staffing needs (both national and international) for education programs, and ensure rapid recruitment, induction, and training of new staff
  • Work with the Monitoring, Evaluation, Accountability and Learning team, develop and implement a sector Monitoring & Evaluation plan, ensuring this links to reporting requirements
  • Put in place accountability activities for Education program, including mechanisms to ensure that feedback from all relevant stakeholders is considered in program design and monitoring
  • Provide technical support to Program Managers in each field location

Capacity Building:

  • Identify and support access to mentoring, learning opportunities for SC staff, partners, and volunteers
  • Oversee development of technical training material that will improve the quality of EiE responses
  • Conduct trainings and trainings of trainers as necessary

Representation & Advocacy & Organisational Learning:

  • Represent SCI with key education stakeholders, including NGOs, UN and Govt partners, the Education Cluster
  • Ensure robust knowledge management and documentation of lessons learned that could be used for wider global dissemination (internal and external)
  • Assist in advocacy activities that target decision-makers at all levels in collaboration with senior program staff
  • Identify opportunities and material to contribute to media and communications work; act as a spokesperson when required

Deployment to Education Cluster or UNHCR

  • As SCI EiE Cluster Representative, perform coordination duties as specified in TOR and in line with Cluster Guidelines and procedures in support of the wider Education Community
  • As UNHCR representative, provide support to EiE strategy and partners as specified in ToR

Support to Save the Children Education in Emergencies team

  • While not deployed or on downtime, the post holder will be available to support Save the Children’s Education team. Responsibilities may include the following

Program Development

  • As required, support development of proposals for funding
  • Provide input into strategic program development and research, including support to development and revision of tools, trainings, ToRs for research, etc.

Representation, communication & relationship building

  • Regularly attend relevant working group meetings
  • Participate in SC humanitarian and education meetings, supporting ongoing discussions about SC’s role in strengthening education in emergencies
  • Contribute to ongoing humanitarian strategy development
Educational Background: 
Bachelors of Arts in education or related field
Skills/Experience: 
  • 3-5 years of management-level experience in humanitarian education in fragile or complex contexts
  • Excellent knowledge of education in emergencies programming and links to long term programming, including standards, policies, frameworks and relevant networks and stakeholders globally (INEE, ECU, GPE, etc.)
  • Experience in strategy development and strong strategic thinking skills
  • Experience in developing and conducting trainings
  • Good knowledge of cross sectoral linkages with education and willingness to engage with other sectors (child protection, health and nutrition, livelihoods, etc.)
  • Highly developed interpersonal and communication skills including influencing, negotiation, coaching and capacity building as well as ability to work with culturally diverse teams
  • Excellent writing and speaking skills and ability to develop complex arguments
  • Solid budgeting skills and understanding of working with donors
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Fluency in English, both verbal and written

  • Willingness and availability to travel up to 80% of the time, often to hardship post
