Save the Children seeks a Chief of Party (COP) for an upcoming USAID-funded basic education opportunity in Laos. The COP will be expected to provide strategic and operational leadership to implement a successful education program that contributes to the Government of Lao’s Education Sector Development Plan, builds from Save the Children’s education accomplishments within Laos and links to Save the Children’s strategic priorities within country.
Areas of Responsibility:
- The Chief of Party will be responsible for the technical leadership, strategic oversight, and overall coordination and technical quality of this basic education project. S/he will serve as principle institutional liaison with USAID, partners, and key stakeholders. S/he will manage staff and ensure the program meets stated goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities throughout the life of the project. S/he will ensure sound grant implementation and management by sub-grantees and project staff and the timely submission of all technical and financial deliverables to USAID.
- The Chief of Party will lead the program’s annual work planning process, detailing resource deployment estimates (personnel, equipment, and budget) necessary to achieve proposed milestones and targets. S/he will supervise the project office and key personnel. S/he will oversee the hiring process of local personnel and the identification and selection of appropriate short- and long-term technical assistance.
- The Chief of Party will ensure that efficient systems to support all aspects of the program are in place and support the effective use of program resources in compliance with USAID regulations and Save the Children policies. S/he will represent the project for Save the Children in formal and informal relationships with USAID, the Laos government, other donors and partners. S/he will fully inform Save the Children’s home and field office on all matters relating to the program, and maintain appropriate links with partner organizations.
Educational Background:
A Master's degree in education, project management, international development, or a related field from an accredited university is required;
Skills/Experience:
- At least ten years experience managing and implementing education programs in developing countries is highly desired;
- At least five years of experience in senior program management (including direct supervision of professional and support staff);
- Prior experience managing bilateral donors of a similar size and scope in developing countries;
- Familiarity with USAID regulations and policies;
- Experience working with local governments to support and strengthen systems;
- Demonstrated skills in leadership and supervision, with an ability to develop and work through both government and non-government partners effectively and build cohesiveness. Exceptional experience in recruiting, developing and managing staff;
- Experience managing programmatic and financial reporting requirements;
- Experience with early-grade or family literacy programming is required;
- Prior experience in Laos or elsewhere in the region is desired;
- Demonstrated ability to establish and sustain professional relationships with host country government counterparts is desired;
- Excellent written and oral communication skills in English are required.
