The position will take leadership in donor engagement with both internal and external stakeholders to ensure diversification of funding and the growth of WV Somalia (WVS).

The candidate will lead the process to vet calls for proposals and direct funding opportunities towards the fulfilment of the National Office (NO)Strategy.

This position will also provide senior leadership and technical oversight in the design, monitoring and evaluation of WV Somalia programs by ensuring impact of programs through the application of monitoring tools, sharing of best practices, promoting innovation and knowledge management.

The candidate will lead NO strategy development and management.

Areas of Responsibility: 
  • Provide leadership to develop and review technically sound sectorial approaches and strategies/principles which respond to humanitarian emergency and sustainable development of WV Somalia programs which align with donor needs and requirements (OFDA, CIDA, DFID, Aus Aid, German Government, EC and ECHO), WV Development approach, LEAP and other WVI frameworks where applicable.
  • Lead the office growth and diversification of funding based on NO strategy by providing leadership for the development of concept papers and proposals for various projects and programs for funding in close partnership with other departments in order to achieve WVS short-term and long-term goals.
  • Lead the office in maintaining donor engagement by developing and maintaining effective networking and relationships with donors and support offices to establish partnerships, market Somalia and seek funding opportunities for the well-being of children, families and communities in Somalia.
  • Provide leadership in strategy formulation, implementation plan, execution and monitoring to ensure alignment with the Global guidance and the regional strategy based on the landscape context of Somalia.
  • Ensure that strategy drives programming in WV Somalia such that Proposals, Annual Operating Plans and budgets (AOPs) are aligned to the approved country program strategy.
  • Ensure quality of programs/projects implementation as per AOPs/DIPs.
  • Provide leadership to the mainstreaming of cross-cutting issues in all WVS programs, in particular the integration of child protection, faith & development, gender and Child Well-being outcomes in all assessments and designs.
  • Lead the process of innovation and capacity building of front line staff in developing toolkits and resources for programming, covering all aspects of DME to support Operations and QA team in line with WVI guidelines and standards.
  • Coach and mentor QA and PD teams in conducting assessment, setting personal development goals and providing ongoing support on tools and relevant training resources/material.
  • Lead the process of knowledge management, developing tools to gather, analyze and disseminate programmatic information to a variety of internal & external stakeholders (Regional Office, Learning Centers, UNOCHA, 4 Ws).
Educational Background: 
University degree in International Development, Rural Development, NGO Leadership or a related discipline.
Skills/Experience: 
  • 6 years senior program development and management experience with an international NGO including very good proven experience in project design and submission of winning proposals. The candidate must be familiar with donor requirements & regulations from USAID/OFDA, CIDA,DFID, EU/ECHO, AusAid, German government and UN Agencies (WFP/UNICEF).
  • Experience in living and/or working in Somalia or in countries with ongoing active conflict and volatility.
  • Experience in developing programs in an environment that is fluid and dynamic.
  • Willingness to live and travel into insecure environments, with basic services.

Preferred:

  • Masters degree in Development and/or additional sector-specific credentials (such as agriculture, health/nutrition, education and DME).
  • Excellent written and verbal communication skills in English, including report-writing and proposal writing skills.
  • Ability to engage with governmental, NGO and other senior leaders on issues of justice, child rights and development and maintain effective partnerships.
  • Excellent relationship building and people management skills.
  • Excellent project management and development skills and thorough understanding of participatory community development approaches/models.
  • Excellent supervision skills, including training, mentoring and supporting staff.
  • Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main email system such as Microsoft Outlook).
  • Strong negotiation skills.
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
  • Good understanding of World Vision and Sphere relief standards.
  • Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
  • Ability to exhibit servant leadership and an exemplary lifestyle as interpreted in specific local cultural context.

Working Environment/Travel:

  • Travel to Somalia: 20%-25% Regular internal travel to project areas is required.
  • International Travel: 5%-10% international travel will be required.
  • On call: In emergency and disaster situations, the position will always be required to be on-call.
