The Disaster Management Unit Manager is responsible for leadership, management and effective programme implementation of World Vision humanitarian responses, disaster risk reduction, programme accountability and climate change in Cambodia.

Areas of Responsibility: 
  • Provide Strategic Leadership, Management of the Disaster Management Unit: in WVI Cambodia and sustaining a high level of Disaster Management (DM) capacity, particularly on emergency, preparedness, response and transition.
  • Lead surge capacity development of WVI-C emergency response structures:The Disaster Management Unit Manager is responsible for ensuring the office is prepared and able to rapidly mobilize to expand services to meet the increased demand in the event of large-scale disasters and emergencies.
  • Lead the development of Disaster Management systems:Strengthening the WV information management system, contingency planning and relief prepositioning; and breaking down the silos between humanitarian action, development, looking for sustainable solutions that require a ‘whole of organisation’ response to disaster management, and utilising this strength in humanitarian response to children’s needs.
  • Strengthening partnerships with external stakeholders:Represent WVI-Cambodia in all national-level networks, forum, coalitions on humanitarian and emergency preparedness and response and coordination with the high level of government National and sub-national Disaster Management Committee; and building strong partnerships and relationships with humanitarian I&LNGOs through existing platforms.
  • Programme Accountability:Support the realisation of World Vision’s commitment to strengthen the quality of operations in the sector and to increase accountability to affected communities, as well as to ensure that affected children and their families are active participants in response decision-making.
  • Staff Management, Mentorship, and Development:Manage the performance of all staff in the humanitarian work area through effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations, coaching, mentoring and other developmental opportunities.
Educational Background: 
Degree in development management, humanitarian sectors and related fields.
Skills/Experience: 
  • Good knowledge of the humanitarian industry,(emergency management, disaster risk management, climate change mitigation and adaptation).
  • A good understanding and appreciation for transformational development that is holistic, transformational and sustainable
  • Ability to analyze and solve problems, persuade, network and negotiate
  • Strong understanding and experience of principle and practices of all components of disaster management
  • Highly developed interpersonal and communication skills including influencing, dynamic, negotiation and coaching
  • Fluent in Khmer and with good English language skills
  • A minimum of 5 years experiences in programme management and/or humanitarian preparedness and response in a number of fragile or complex contexts
  • A minimum of three 3 years experiences in disaster risk reduction, climate change or education related to disaster preparedness/response.
  • Ample knowledge of humanitarian response and transitional program concepts, policies, frameworks, strategies and components, as well as other development concepts and frameworks
  • Experiences in project design and concept/proposal development
  • Willingness to work and travel in difficult and insecure environments
  • Good team builder and leader with facilitation, coaching and good interpersonal skill
