This position is responsible to lead the Asia Pacific Program Quality team in supporting National Offices to enhance and sustain systemic institutional capacity for quality assurance and evidence building. The position will monitor and support National Offices to ensure processes, mechanisms and capacities are in place to assure quality in a consistent manner across their programming portfolios. The role will ensure alignment with the program quality and sponsorship standards of the Partnership, the policies and guidelines that underpin them, and the principles of World Vision’s Development Program Approach. This position will promote ethical, empowering and developmental use of data and organizational learning that build our evidence base, promotes organizational growth, and contributes to strategy development whilst positioning World Vision for program excellence.
Leadership & Collaboration:
- Advise the SDO – MIE and Regional Leader on decisions and resources needed to enable and sustain high standards of programme quality (including child sponsorship) across the Asia Pacific Region.
- Lead and advise the National Offices and Regional Office leadership in strengthening evidence driven organizational development.
- Ensure provision of clear regional strategic guidance for program quality to National Offices, including appropriate integration of sponsorship in programming and DME systems.
- Lead and ensure appropriate regional contextualization, change management and implementation support for global initiatives related to program quality, child sponsorship management and integration.
- Engage with key external and internal stakeholders from other RO teams, GC, SOs for partnership, resource development and other key initiatives.
- Support ministry alignment with OP2030 Partnership strategy, National Office strategy development and multi-year business plan in relation to program quality, child sponsorship management and integration.
Evidence and Learning:
- Ensure National Offices have robust DME processes, systems and capacities to consistently meet standards for reporting, measurement, and evidence-based decision-making; escalate issues to RO leadership if performance gaps not addressed.
- Support and advise National Offices in assessing and building the capacity in Programme Quality/DME.
- Ensure that evidence and insights from various PQ/DME processes are consolidated, collated, and incorporated into strategies, performance management tools as well as other strategic leadership planning and decision making.
- Lead regional and national offices to improve their knowledge management systems and processes, enabling them to show evidence both internally and externally on how they contribute to achieving CWB Objectives.
- Promote regional learning mechanisms for application of lessons and ongoing quality improvement at all levels, including the practices of communities and our local level partners.
- Ensure that the Regional CoP is active with strong collaborative processes, for peer support and mutual learning.
Quality Assurance:
- Support regional leadership in tracking and validating the achievement of Program Quality Standards across National Offices, to ensure good accountability and appropriate support where needed.
- Support NO sponsorship operations and monitoring to meet Standards and contribute to supporter transformation.
- Support NO capacity to assure and achieve Program Quality Standards through assessing and planning for the enhancement of DME management, systems and competencies, links to organizational strategy, HR systems, and appropriate organizational performance monitoring.
- Assure and support NO capacity to report on their contribution to Child Well Being with adequate rigor and standards of quality, and to ensure appropriate management response to recommendations for further enhancing that contribution.
- Lead, advise and facilitate mobilization of technical expertise on Programme Quality/DME and DPA as needed (between NOs, from TSO/GC, etc.) to support NO effectiveness and impact
- Lead, monitor, and facilitate the process of programme performance measurement – GNOD and PCPR – with Global Center and NOs. Ensure results feed into decision making.
- Advise National Offices during emergency response on matters relating to program quality.
Initiatives and Project Management:
- Support effective change management, learning feedback and implementation planning for regional and Partnership initiatives related to program quality and sponsorship management enhancement (e.g. Horizon, Sponsorship Transformation Program, LEAP 3rd edition, Program Quality Standards).
- Monitor and provide regular updates to regional and NO leadership on global and regional initiatives.
Capacity Building:
- Monitor capacity across NOs and make actionable recommendations to regional and NO leadership to ensure flexible, sustainable and sufficient capacity is available to fulfill strategic objectives for program quality.
- Support NO capacity (staff capacity, systems, culture and tools) to promote intentional learning at all levels of WV operations and ensure the proper use of M&E information, internally and with local partners.
- Support related capacity (staff competency, systems, culture and tools) development to promote intentional learning that is applied, driving change and improvement and appropriate, ethical and developmental use of information.
- Promote regional learning mechanisms for application of lessons and ongoing quality improvement at all levels, including the practices of communities and our local level partners.
Team Management:
- Nurture a cohesive, focused and effective team
- Ensure all staff annual plans and individual performance indicators are achieved.
- Conduct staff performance reviews of direct reports and ensure individual learning plans are achieved.
- Develop annual business plan and ensuring that individual and team activities are within approved plan and budget.
- Actively promote staff care practices & policies within the regional Programme Quality team and with NO counterparts.
- Contribute and support activities that enrich and develop mutual growth in Christ in a way that promotes holistic and integrated witness in our life and work and impacts the poor and vulnerable
- A proven record of managing and developing people, in a cross-cultural setting.
- Experience in organization and facilitation of training programmes including facilitation of virtual training.
- Demonstrated ability to work effectively in a collaborative team environment working virtually.
- Excellent presentation, communication and facilitation skills.
- Experience with performance management and team leadership.
- Minimum five years experience in management of relief and development work.
- Minimum of 5 years experience in monitoring and evaluation work, including evaluation planning and/or monitoring system design.
Preferred:
- Knowledge of various technical sectors of development such as food security, primary health care, micro enterprises development, etc.
- Knowledge of World Vision child sponsorship strategies, standards, systems, processes, at global and national levels; understanding of the Sponsorship Transformation Program and its component work streams.
- Basic Statistical Analysis using computer programs.
- Program and Research Design and Implementation.
- Experience in the development of DME related technical resources.
Work Environment:
- The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
