  • To provide overall strategic and operational leadership for World Vision Romania, ensuring that the strategy implementation is meeting desired goals and objectives and that the organization is appropriately structured, financially viable, appropriately resourced and compliant with WV policies.
  • Strategically lead, develop and direct the implementation of all aspects of the WV Ministry as an effective member of the Partnership, and to ensure that WV’s ministry is directly contributing to the sustained well-being of children and the fulfillment of their rights within families and communities.
  • Represent WV to donors, Board, project partners, other WV Partnership offices and divisions, local government, church representatives and NGOs serving according to given Power of Attorney.
  • Appropriately develop national governance through identifying national lay leaders for board membership and leading organizational transition.
  • Provide leadership, strategic direction and support in the development and implementation of an effective National Resource Development Strategy.
Areas of Responsibility: 

Leadership and Strategy for National Office:

  • Provide leadership to leaders: specifically to the National Office Senior Managers and direct reports.
  • Ensure strategy and sustainability plans are aligned with the Region and Partnership, especially the partnership strategy, Our Promise 2030.
  • Establishes which resources are needed to achieve the WV Romania strategy and Sustainability Plan, and coordinate within the WV Partnership to ensure these resources are allocated to the National Office.
  • Lead processes to develop national office governance from intermediate status to fully interdependent board.
  • Lead, manage and mentor the NO team to facilitate a high performance culture, open trustworthy relationships and integrity; Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office.
  • Ensure that initiatives directed to build capacity required to implement local fundraising are included in the office capacity building plan.
  • Promote WV’s Vision, Mission, Core Values and key Partnership Standards and practices among staff and partners and ensure these are the foundation of the office strategy and work.
  • Model a high standard of personal Christian leadership, ministry and integrity though lifestyle and work relationships, and provide spiritual guidance to staff on the Vision, Mission and WV Core Values, including countries with restricted religious context.

National Office Performance Management:

  • Challenge status quo and simplify the existing grants and local funding processes and operations.
  • Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
  • Achieve measurable improvement in the well-being of children as evidenced by achieved targeted improvement in the child well-being outcomes as per current strategy.
  • Ensure business continuity through an integrated risk management approach, including security, financial, operational and reputation risks by developing contingency plans and scenarios; and take ownership of the action plans.
  • Acquire and manage adequate resources to meet and enable quality program implementation.
  • Ensure accountability for the implementation of effective ministry to all key stakeholders. Ensure relevant, timely, and accurate flow of reports as per programs’ terms or reference; meet reporting standards of partners and WV offices (as specified in the Covenant of Partnership).
  • Ensure that WV People & Culture policies are adapted and aligned with those of WV International, and that good P&C practices are implemented, including quality of staff recruitment, development, retention and performance management.
  • Report to region and external stakeholders on a regular basis; participates in the strategic and operational coordination mechanisms (internal and external). Attend local and international meetings organized by WV.
  • Visit work locations regularly, assess the progress of implementation, engage employees and encourage them to contribute ideas for improvement.

Advocacy and Representation:

  • Build strategic alliances with the Government, WV board, major donor agencies, WVI, NGOs, churches and media.
  • Develop and implement appropriate advocacy strategies to raise awareness of key issues within the specific context.
  • Ensure WV is positioned as a leading NGO in promoting the well-being and rights of children within the country context to deserve public and stakeholders’ confidence and trust.
  • Strengthen awareness of World Vision’s programs both within and outside of the WV Partnership.
  • Increase WV brand awareness in the Romanian market and assure that none of the office operations or staff conduct harm it.
  • Provide leadership, strategic direction and support to the team for developing and implementing excellent donor experience and acquisition of Ministry funds.

Compliance and Country Legal Environment:

  • Ensure the national office complies with local legal requirements, and WV policies and standards.
  • Represent WV /the office in Courts, if required.
  • Ensure WV Romania observes the WV Partnership covenants, including the principles of inter-dependence and twin citizenship which guide the contribution made to the Partnership and the use of WV Partnership resources.
  • Ensure the office actively participates in scheduled Peer Reviews. Take ownership for appropriate action planning and execution of Peer Review recommendations.
  • Ensure that audit reports are responded to, and that recommendations are implemented within approved/agreed time frames in order to assure risk mitigation.
  • Participation in Regional and Partnership Initiatives:
  • Euro Dim (2 x per year)
  • Euro Forum (1 x per year).
  • PRC (as requested).
  • EUREP (as requested).
  • ND Conference and WVI Triennial Council.
  • Input to Regional Working Group.

National Resource Development:

  • Transition the WV Romania entity from field to hybrid field/support to facilitate National Resource Development.
  • Develop and implement an effective National Resource Development strategy and implementation plan to generate funds locally.
  • Build a robust pipeline and implement long term and short term programs that create new opportunities for acquisition, retention and transformation of diverse set of donors; Forge alliances to optimize resources.
  • Follow up/ influence donors using creative approaches to motivate them to get involved in support the ministry of WV Romania.
  • In line with twin citizenship, contribute to the Partnership with locally generated funds.
Educational Background: 
University degree or qualification in a relevant subject with a focus on leadership, team management, project management or other relevant skills.
Skills/Experience: 
  • 5 years proven experience with non-profit industry.
  • Proven visionary and strategy abilities.
  • Consultative approach to act as CSR consultant to donors and Governmental agencies.
  • Ability to work under pressure and make key decisions.
  • Good knowledge of financial management, accounting principles, and change management.
  • A mature Christian with sound values and principles.
  • Experience in managing integrated Relief/Development and Advocacy programs.
  • Proven experience with large Government/ESF grants, and major private donors.
  • Strong team building and coaching experience.
  • World Vision experience preferably.
  • Politically astute and well developed diplomatic skills (especially in dealing with government, donors, staff and the WV Partnership.
  • Proven negotiation & diplomatic skills, and ability to handle multiple demands from many stakeholders.
  • Strong commitment to WV’s vision, mission and core values.
  • Calculated risk taker able to lead or practice the innovation and change initiatives.
  • Fluent in Romanian and English (written and oral).
  • Experience and/or clear understanding of National Board development process.
  • Knowledge or experience of Romanian environment and context.
  • Exposure to conflict and post-conflict contexts.
  • Strong communication skills expressing ideas clearly and persuasively with senior internal and external stakeholders.
  • Understands and values diversity and maximizes diversity to achieve organizational goals.
  • Fluent in Romanian and English (written and oral) is required.

Preferred:

  • Experience and/ or clear understanding of National Board development process.
  • Previous Senior Management/Director and World Vision experience will be considered an advantage.

Work Environment:

  • Up to 30% travel, both nationally and internationally.
