The Senior Specialist, Compensation Analysis (CASS), is responsible for managing the design, development, evaluation, and implementation of the agency’s compensation programs and systems that support the agency’s goals and competitive practices. This position will work collaboratively with senior HR, Legal and Finance staff and management. The CASS will be responsible for ensuring the agency’s compliance with all internal policies and external state, federal and international regulations and will manage high level relationships with outsourced providers and consultants. The CASS compensation programs in both US and international offices including preparation of materials for the Compensation Subcommittee and/or the Board of Directors. In addition, the incumbent will operate as a key partner and resource to the entire Human Resources team and internal clients.
- Collaborate with the external compensation consultant relationship to include annual Intermediate Sanctions analysis and the triennial compensation review.
- Create tools and training to improve managers’ and employees' understanding of compensation concepts and policies.
- Analyze internal equity and external competitiveness of all elements of compensation and recommend changes based on this analysis.
- Monitor the effectiveness of existing compensation programs, policies, guidelines and procedures recommending program revisions as well as developing new programs which are cost effective and consistent with compensation trends and agency objectives. Coordinate implementation and provide guidance to employees as required.
- Conduct market compensation surveys and participate in annual market surveys to ensure competitive pay positioning that supports the acquisition and retention of top talent.
- Support proposals with market pricing of labor categories and serve as a contributor on the proposal effort when subject matter expertise is required.
- Develop, implement and administer the annual enrollment for the agency’s nonqualified deferred compensation plan.
- Manages the provision of services/benefits under the agency’s international assignment program including allowances.
- Prepare supporting data and respond to compensation audits in coordination with HR Compliance, Legal and Finance.
- Ensure all plans and programs remain fully compliant with federal, state and local regulations and new emerging requirements or trends.
- Provides input to the strategic and operational plan for their functional area.
- Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, or provide the technical and management support related to various size programs, grants or projects.
- Minimum 5 - 7 years' experience required in area of expertise.
