To support the Finance and Support Service Director in ensuring that effective security measures for the National Office programs are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

Areas of Responsibility: 
  • Ensure National Office is aligned with all current World Vision security policies and strategies.
  • Provide safety and security management supports, evaluation and coordination to the whole World Vision Cambodia, so they are in line with partnership standards and local context.
  • Provides timely and effective National Office-level response to security incidents and crises under the strategic guidance of NO leadership, the RSD and the Crisis Management Team.
  • Ensure National staff are trained in alignment with the Office of Corporate Security and current international good practice standards
  • Ensure all documentation is prepared in a clear and concise manner and disseminated in accordance with World Vision Policies and Procedures.
Educational Background: 
At least University degree qualification in related field;
Skills/Experience: 
  • Minimum 5 years of experience working with INGO or large scaled NGO, and at least 2 years of security management working experience;
  • Good knowledge of Risks, Safety and Security Management;
  • Strong technical knowledge and skills in construction processes and management, as well as properties and facilities maintenance and management;
  • Proven skills in concise and report writing. Ability to prioritise risk management related tasks and complete reports to deadlines;
  • Demonstrated fluency in both written and spoken English;
  • Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, the military, NGOs and INGOs;
  • Ability to formulate and communicate analysis under pressure, deliver training to multi-national staff, and affect change outside of line management structure.
Compensation/Benefits: 

USD 1,280 - USD 1,600
