Director, Global Cancer Prevention

With minimal supervision, this position will direct key programs designed to achieve ACS’s Global Cancer Prevention team’s goal to eliminate preventable cancers. The position will work closely with staff and leadership to develop and implement a program to eliminate HPV related cancers globally, starting with cervical cancer.  The position will foster key collaborations with external partners whose contributions will complement ACS program efforts to increase vaccination coverage rates.  The position will also ensure that the global program coordinates with ACS’s domestic programs to leverage available expertise, research, and advocacy efforts.  The position will explore and develop new partnerships and business opportunities that will result in greater investment in education, communication, and social mobilization for HPV vaccination globally. The position will strategize on how best to use a communications approach to reframe HPV vaccination as cancer prevention, and mobilize key country partners to prioritize HPV vaccination in their missions and interventions.  The position will have expertise in public health programming, strategic planning, partner outreach and coordination, resource mobilization, and impact evaluation.  The position reports to the Managing Director, Global Cancer Prevention. 

Areas of Responsibility: 
  • Directs and implements key aspects of the HPV vaccination program with minimal oversight
  • Strategizes with Managing Director and other senior leadership to formulate, develop, and implement high impact, outcome oriented, HPV vaccination education, communications, and social mobilization programs.
  • Manages key partnerships, particularly Rotary, and fosters broad commitment and increased funding to global programs aimed at increasing HPV vaccine coverage.
  • Contributes to ACS communications efforts and to knowledge dissemination and utilization, including participation in public and scientific fora.  
  • Leads country assessments to understand social, political, and economic landscape in priority countries and form appropriate country partnerships.
  • Guides collaborations with priority country HPV professionals and leaders to develop HPV program goals, objectives, programs, plans and budgets, with a particular emphasis on India.
  • Collaborates with global cancer, vaccine, and development partners in the identification and tracking of emerging trends, best practices, innovative approaches and research priorities that will advance efforts to increase coverage of the HPV vaccine.
  • Provides strategic direction on country level efforts to convene multilateral, bilateral, corporate and NGO stakeholders to coordinate program efforts, and identify and fill gaps.  
  • Oversees and/or collaborates on the design, creation and release of information, education and communications resources, including media materials, training resources, and tools for professionals.
  • Oversees and provides feedback on the work products of program managers and coordinators.
  • Directs and provides input into consultant and service provider deliverables.
  • Identifies and coordinates researchers and technical experts to provide country partners appropriate technical assistance.
  • Manages annual budget allocations and provides input into overall budget planning by providing technical insight and guidance
  • Leads team outcome mapping and other forms of monitoring and evaluation.
  • Monitors research and policy publications related to HPV vaccination in low- and middle- income countries and uses it to inform strategic plans.
  • Provides strategic insight into proposal, grant, and service agreement development, including conceptual, methodological, operational, evaluative, and financial aspects.
  • Oversees strategic direction of, and coordination across, priority country program plans.
  • Manages technical supervision of grantees, including contracts, and narrative and budget report reviews.
  • Serves on relevant committees and advisory groups.
  • Performs miscellaneous job-related duties as assigned.
Educational Background: 
Master of Public Health or equivalent education.
Skills/Experience: 
  • Minimum 10 years in public health with program direction experience.
  • Experience in business development.
  • Proficiency in additional languages desired.
  • Work experience in developing countries required.
  • Strong understanding of, and experience with, global public health theory and practice.

SKILLS:

  • Strong communications, program management, and analytical and business development skills.
  • Detailed knowledge of public health theory and practice, nonprofit business strategies and trends in the global marketplace.
  • Ability to evaluate and prioritize new opportunities, set strategic goals, and determine best allocation of resources to achieve outcomes and optimize program impact.
  • Ability to provide program direction to a team with staff in multiple locations.
  • Ability to communicate across cultures and different work environments  – nonprofit, government, and private sector business.
  • Highly organized with attention to detail.
  • Strong understanding of data analysis, policy research, and grants management.
  • Experience working in low- or middle-income country, preferably India.
  • Strong team player and self-starter.
  • Ability to be flexible, coordinate multiple tasks and projects simultaneously, and meet deadlines.
  • Ability to understand and work effectively within complex political systems.
  • Ability to evaluate and prioritize new opportunities, set strategic goals, and determine best allocation of resources to achieve program goals and optimize impact.
  • Ability to work effectively with senior staff and leadership and to leverage their skills and expertise to achieve program objectives.
  • Ability to work easily with others and to adjust and adapt to changing circumstances.
  • Ability to communicate effectively, in a wide variety of cultural settings and in different fora.
  • Ability to provide specialized advice and professional guidance to external partners
  • Superior analytical and writing skills.
  • Ability to speak knowledgeably about the Society's mission, priorities, and global strategies in a wide variety of settings.  

SPECIAL MENTAL OR PHYSICAL DEMANDS:

  • Must be able to travel internationally and maintain a nontraditional work schedule including work and/or travel on some early mornings, evenings and weekends.
