World Vision is anticipating an upcoming USAID call for Equitable Access to Education in Southern Senegal program that will target girls and boys aged approximately 9 to 16 living in the crisis-affected Casamance regions (Ziguinchor, Sedhiou, Kolda) and Kedougou region. This mechanism will directly support the achievement of IR 1: Complementary education services provide basic education that is responsive to communities’ needs, IR 2. Formal basic education is responsive to communities’ needs, IR 3. Transition from primary to middle school increased, IR 4 Families and caregivers enroll children in responsive services. This mechanism will also contribute and will collaborate with programs in other sectors, including Child protection, water, sanitation and hygiene, and democracy and governance

The gender and inclusion specialist will ensure gender integration and inclusion is effectively considered for all program activities, and methodologies in a manner that is culturally sensitive and results-oriented. He or She will also work with local partners to ensure gender integration and inclusion is applied to their program design and activities, as well as their organizational structure and program management.

The gender and inclusion specialist should have extensive past experience working on projects that involved a significant focus on gender integration and inclusion, to include carrying out gender and inclusion analyses and the development of action plans to integrate marginalized populations across program components. This is a locally-based position with frequent travel to Project regions; Senegalese citizens are strongly encouraged to apply.

Areas of Responsibility: 
  • Coordinate with and support the Monitoring and Evaluation (M&E) team in establishing and implementing gender-sensitive monitoring, evaluation, learning and reporting systems. Work closely with the M&E Officer to develop the data collection and analysis tools for the baseline assessment to guarantee gender and inclusion considerations.
  • In line with USAID’s Gender Equality and Female Empowerment Policy, the gender and inclusion specialist will be responsible for gender and inclusion action planning, which will feed directly into the Activity’s overall work planning.
  • Conduct a local systems analysis, with an integrated gender and inclusion analysis, to inform how we address needs in local context.
  • Incorporate a Gender and Inclusion Integration Plan into the project’s Annual implementation Plan based on assessment findings and updated annually based on M&E data and participant/partner feedback. Report against progress on this plan on a quarterly basis.
  • Provide partner organizations with ongoing gender integration and inclusion technical assistance.
  • Ensure the most vulnerable and marginalized populations are represented across all project components, including as staff members, project participants, trainers, facilitators, speakers, evaluators, and so forth. Understanding that girls and women tend to experience more marginalization and increased vulnerability, emphasis will be placed on this population.
  • Ensure activities budgeted are able to equally benefit males and females and, in instances where this is not the case, provide a clear rationale that does not contradict the project’s gender equality goals.
  • Integrate gender and inclusion considerations into operational research design and policy analyses.
  • Incorporate discussions and activities related to gender and inclusion into facilitation plans when designing dialogue sessions
  • Orient and train project staff on gender and inclusion sensitivity and approaches
  • Other duties as assigned.
Educational Background: 
University degree in Gender Studies, Sociology, International Development or related field required.
Skills/Experience: 
  • Minimum of five (5) years of progressively responsible experience working on gender and inclusion issues within community and civil society development programs, preferably with USAID or other U.S. Government programs.
  • Knowledge and experience working with USAID
  • Excellent knowledge of gender and inclusion issues in Senegal including social, political, and cultural gender norms and challenges.
  • Excellent knowledge of the status of vulnerable and marginalized populations within Senegal
  • Experience designing, leading and conducting gender and inclusion analyses, as well as integrating and implementing findings into program design.
  • Experience building capacity of local stakeholders on gender and inclusion issues.
  • Demonstrated leadership, supervisory and organizational skills.
  • Experience engaging local stakeholders, including CSOs, and other local and national government leaders in gender and inclusion initiatives.
  • High level of interpersonal and communication skills.
  • Ability to work well in a team environment, as well as work effectively with civil society organizations, donors, project staff, and other beneficiaries.
  • Prior experience in Senegal
  • French fluency and working proficiency in English

Preferred:

  • Working knowledge of the following USAID policies: USAID’s Gender Equality and Female Empowerment Policy, USAID Counter-Trafficking in Persons Policy, and USAID Persons with Disabilities Paper
  • Fluency in English strongly preferred.
