World Vision is anticipating an upcoming USAID call for Equitable Access to Education in Southern Senegal program that will target girls and boys aged approximately 9 to 16 living in the crisis-affected Casamance regions (Ziguinchor, Sedhiou, Kolda) and Kedougou region. This mechanism will directly support the achievement of IR 1: Complementary education services provide basic education that is responsive to communities’ needs, IR 2. Formal basic education is responsive to communities’ needs, IR 3. Transition from primary to middle school increased, IR 4 Families and caregivers enroll children in responsive services. This mechanism will also contribute and will collaborate with programs in other sectors, including Child protection, water, sanitation and hygiene, and democracy and governance
The Social and Behavior Change Communication Specialist (SBCCS) will provide expertise in the project and work to promote approaches using participatory, evidence-based approaches to design communications workplan and protocols for the project and new partnership efforts. Candidates will be adaptable to a variety of technologies, experienced in designing and implementing impactful events and deliverables, strong at coordination and training, and enthusiastic advocates for Equitable Access for Education in southern Senegal.
- Provide technical assistance, support, training, and leadership in the development of project outreach, awareness, and behavior change communication strategies and materials. Ensure development of high-quality products, uptake of innovative dissemination practices, monitoring and evaluation of communications activities and impact, and adherence to USAID branding and marking guidelines;
- Recommend innovative approaches and technical support on information dissemination and expanding project reach to include marginalized groups for dissemination of through a wide variety of channels and approaches, including cutting-edge and traditional approaches;
- Coordinate closely with WV communications team, knowledge management, shared services, and technical staff to ensure sharing of project tools, approaches, and materials with wider audiences;
- Provide content for dissemination on digital platforms, including web and social media sites, and repurpose project information and materials to meet differing needs;
- Oversee the development of CSO outreach and selection strategies, organizational capacity development plans, including assessments and curricula development, and networking support responsive to the context and in recognition of best practices and lessons learned of the program
- Coordinate, manage, and implement a comprehensive project communications knowledge management strategy (in partnership with partners, CSOs, communities and the Government of Senegal) that facilitates the uptake of communications best practices across the project; distill, capture, and package country communications program learnings; and oversee and support the development of clear systems and processes for project information sharing;
- At least 5 years of relevant experience required (8 years, preferred), including 2-3 years of implementation experience;
- Excellent interpersonal, teambuilding, problem solving, and program management skills required;
- Demonstrated experience in the use of new and emerging communication technologies to reach audiences effectively and at scale, and in assessing knowledge sharing needs and identifying appropriate dissemination activities;
- Successful planning, facilitation, and management of events including stakeholder/audience consultation workshops, materials/product pretesting activities, focus groups, meetings, conferences, and program launches;
- Outstanding interpersonal and intercultural skills;
- Experience supporting field teams to complete objectives/activities on time and within budget, while meeting high standards;
- Knowledge of international development, particularly USAID-funded initiatives;
- Excellent analytical, writing, and oral presentation skills: English and French fluency required, fluency in Wolof/Pular and or any other Senegalese language preferred;
