The Head Start Deputy Executive Director (HS DED) provides direct oversight and management of Save the Children’s strategy for Head Start Program Services to ensure fidelity to the requirements of the Head Start Program Performance Standards and other applicable State and federal regulations. This includes developing the strategic goals and corresponding benchmarks for uniform, high quality program services implementation for education, health, and family/community engagement content areas of all programs.  The HS DED directly supervises the Head Start content area Senior Specialists – promoting strong teamwork relationships amongst them and strong working relationships between the Senior Specialists and their counterparts on the program level.  The HS DED partners with the Executive Director by providing indirect management support of the local Head Start Program Directors.  The Head Start Deputy Executive Director reports to the Head Start Executive Director.

Areas of Responsibility: 
  • Provide strategic oversight and leadership for Save the Children’s Early/Head Start program services to ensure that the Head Start Program Performance Standards for education, health, and family/community engagement services are being met and uniformly implemented and integrated, as appropriate, across programs.  60%
  • In coordination with content area Senior Specialists and relevant program staff, develop or revise, as needed, uniform policies, procedures, and protocols leading to high quality program service delivery, programmatic efficiencies, and continuous quality improvement. 10%
  • In coordination with Head Start Program Directors, develop or revise, as needed, strategies to comply with State or local Quality Rating Improvement Systems (QRIS) and monitor the progress of each program’s compliance with the QRIS.  10%
  • Serve as secondary supervisor of Head Start Program Directors and support the Executive Director by making recommendations about overall program strategy.  10%
  • Periodically assess staff training needs based on trend analysis of program services outcomes in all content areas and, working with Program Directors, facilitate access to relevant training activities for program staff. 5%
  • Review Head Start proposals and grant applications and contribute to their preparation, as needed. 5%
Educational Background: 
Bachelor’s degree in Early Childhood Development, Human Services, or related field
Skills/Experience: 
  • 7-10 years' experience working in Early/Head Start programs as a Program Director on the grantee level
  • Significant knowledge about Head Start Program Performance Standards, State Child Care Regulatory laws, and Quality Rating Improvement Systems
  • Significant knowledge of Head Start Education, Health, and Parent/Community Engagement services requirements
  • Team player, strong communication skills, able to work effectively across all levels of an organization.
  • Excellent Management skills
  • Ability and flexibility to travel extensively and spend several days at a time at a Head Start site
  • Experience working with culturally and socio-economically diverse families and children
  • Must have experience with and knowledge of Head Start Performance Standards and Head Start Act
  • Experience in managing programs in data-managed or data-sensitive environment
  • Proficient use of computers and software packages (especially MS Office, ChildPlus, and email) to store data, write reports and conduct research related to early childhood education.
  • Use of web-based conferencing technology like Skype, GoToMeeting, WebEx, etc.
  • Excellent written and communication skills.
  • Demonstrated coaching, training, and leadership skills.
  • Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, or provide the technical and management support related to various size programs, grants or projects

Preferred

  • Master’s degree in Early Childhood Development, Human Services, or related field
  • Experience managing a network of multiple Early/Head Start programs (4 or more)
  • Candidates living in Southeastern United States
