Director, Financial Capability and Youth Employment

The Director, Financial Capability and Youth Employment (FCE), provides leadership for the development of SC programs that promote financial capability and employment for youth and women. The position manages and deploys technical staff to ensure quality programs throughout SC, developing quality standards for SC’s program implementation. Responsible for portfolio strategy and focus, program growth, and quality programming. The Director is accountable for achieving results for the Department of Hunger and Livelihoods (DHL) as set out in agency strategic plans, departmental operational plans, and in accordance with SC’s core values of ensuring results for children. The Director oversees a multi-country, multi-donor portfolio of programs. This position has significant impact on the Agency in terms of risk mitigation, award management and compliance, and donor satisfaction for a large, significant portfolio of projects. This position is a senior representative of Save the Children and will be expected to clearly articulate DHL’s program strategy and contribute to advocacy efforts as required, and contribute as a member of DHL’s senior management team.

Areas of Responsibility: 

Global Program Strategy and Market Position (15%)

  • Determines the vision, strategy, and desired results for SC’s Financial Capability and Youth Employment (FCE) portfolio in collaboration with the Hunger and Livelihoods Senior Management Team and technical staff, and other senior colleagues in Health, Nutrition and HIV/AIDS, and Education and Child Development. Is accountable for achieving the results set out in strategic and operational plans.
  • Works closely with the Child Poverty Global Theme, specifically with the sub-thematic group of Adolescent Skills for Successful Transitions (ASST) to facilitate alignment of FCE's strategy with SC’s global strategy.
  • Develops and articulates program approaches that meet the needs of vulnerable children and consider gender differences, and monitors global progress toward agreed-upon goals and related indicators.
  • Integrates lessons learned into programs.
  • Raises SC’s profile and reputation through representing SCUS with US and international organizations working on FCE programs and policy, including colleague PVOs, SC members, InterAction, UN and other fora.
  • Monitors new developments in FCE programming.
  • Collaborates closely with the Hunger and Livelihoods M&E staff in developing appropriate research initiatives to develop the evidence base for FCE programming and advocacy.
  • Identifies best practices from field programs and partner agencies, ensures documentation and dissemination, and promotes uptake within the agency.

Portfolio and Award Management (35%)

  • Creates and sustains relationships with USAID and other donors in order to facilitate communication about donor satisfaction, and program direction and compliance.
  • Oversees compliance for all FCE awards including production of annual work plans, quarterly and annual reports, and reviews of program implementation.
  • Manages support for all Country Office (CO) FCE program issues, problems, reporting and requirements, drawing on the range of resources within SC to solve problems and coordinating with appropriate technical staff to address programmatic challenges and opportunities in a timely way.
  • Guides capacity building of CO teams and HO staff to manage FCE awards.
  • Monitors program accomplishments, identifies and/or responds to needs for technical assistance to keep programs on track, and oversees global progress toward agreed-upon goals and related indicators.
  • Promotes quality improvements in FCE programs, identifying and sharing tools, and guiding development of tools and standards for managing and monitoring program outputs and budgets.

 Resource Mobilization (35%)

  • Develops long-term funding strategies for FCE programs in consultation with New Business Development and Resource Development.
  • Takes the lead in: 1) identifying new global resources to support FCE programs; and, 2) positioning SC to access them.
  • Leads FCE new business development, managing development and submission of quality technical and cost proposals, and providing technical support to Country or Regional Offices as needed.

Human Resource Management (15%)

  • Supervises FCE program and award management staff, ensuring programmatic, conceptual and strategic integration of programs and capacities. Coordinates with other DHL business line leads to ensure technical staff support for program and proposal development is available to assist COs in a timely, effective manner.
  • Initiates planning and implementation of skill development for SC staff.
  • Identifies and maintains cadre of competent FCE specialists and consultants for use/deployment in a range of program areas.
Educational Background: 
Bachelor’s degree in relevant technical area.
Skills/Experience: 
  • Minimum of 7-10 years of experience.
  • Experience managing youth financial capability and employment programs, including significant work overseas.
  • Experience with youth development programs, youth livelihoods programming and women’s economic development strategies; experience designing, launching, and managing programs that promote financially sustainable provision of essential goods and services at the community level/social enterprise approaches.
  • Strong program design skills and successful program development track record essential.
  • Staff management experience required.
  • Advanced level of knowledge in programs related to financial capability and employment, encompassing traditional and new approaches to mitigating risk and promoting household economic and food security.
  • Knowledge of best practices in programming that builds economic capabilities for youth, women, and communities.
  • Ability to play a strategic and lead role in developing programs, proposals, and policies.
  • Proven excellence in management of grants and contracts.
  • Highly skilled in the provision of technical assistance to field programs. Ability to work effectively with multi-cultural teams, using interpersonal styles to gain acceptance of ideas or plans, modifying behavior to accommodate tasks, situations, and individuals involved.
  • Excellent written and oral skills in English; relevant second language strongly preferred (French, Spanish).
  • Ability to work under tight deadlines, manage multiple tasks simultaneously.
  • Demonstrates SC core values.
  • Ability to travel internationally (up to 20%).
