The M&E Officer is responsible of project monitoring, reporting and evaluations (Baseline, Mid-term and End of Project). In particular, the person is expected to:

  • Integrate donor and WV standards into Assessment, Design, Baseline, Evaluation processes by developing and executing plans, tools and methodologies for the B4MCN project.
  • Lead the process of B4MCN project baselines, evaluations and other surveys that are required, in line with World Vision’s policy, donor requirements and international standards.
  • Write the reports such as assessment, project re-design, baseline, evaluation; or to guide consultant to write the reports in the specified standards; review and submit the reports to different stakeholders for feedback and final review.
  • Identify and be part of recruiting consultants or for short term consultancy in certain B4MCN research work by developing the ToR and providing oversight to ensure the consultants adhere to the standards and the process agreed.
  • Support documentation and dissemination of lessons learned from the programming.
Areas of Responsibility: 

Design and maintain project monitoring plans in line with the over B4MCN implementation plan

  • Appropriate and user-friendly participatory monitoring guidelines and tools developed based on the B4MCN project logical framework and utilized
  • M&E plans and Indicator Tracking Table developed and attached as part of the design document.
  • Synthesize and analyze M&E quantitative and qualitative data received on a monthly basis, in particular, the Indicator Tracking Tables (or similar systems to feed in the data of monitoring against the plan) are updated as per the M&E plans following to monitoring by the concerned staff
  • Update the project team on findings and suggested actions based on analyzed monitoring data

Travel regularly to all B4MCN project sites to conduct spot monitoring of ongoing implementation activities, as well as:

  • Support B4MCN Project Manager to conduct monitoring activities in respective implementation sites
  • When necessary, liaise with government agencies and donors that conduct monitoring and evaluation activities specifically at the field level

With support from the Project Manager, design assessment and evaluation surveys and support staff to deliver them:

  • Baseline: baseline Terms of Reference developed; sample size, sampling units and methodology appropriately designed to measure the indicators- both for quantitative and qualitative indicators; baseline conducted for B4MCN project using the methods with a good balance of validity, reliability and cost effectiveness; baseline values for each indicators established, targets set and the values utilized for on-going M&E purpose, indicators targets are set; baseline report produced as per the WV and donor standards.
  • Assessment: method tools contextualized for data gathering and analysis; assessment carried out following the guidelines; assessment report written using the prescribed format
  • Evaluation and Lessons Learned (LL): Terms of Reference developed; list of evaluation team members (WV staff, government staff, other NGO staff) developed; evaluation or LL methodology, tools, sampling frame logically prepared and orientation done; evaluation or LL carried out with involvement of adequate number of beneficiary, children, community partners, NGO partners and government partners, evaluation or LL findings analyzed thoroughly and shared with the stakeholders (after feedback incorporated); evaluation or LL reports are written up and disseminated; evaluation or LL action points are reflected in project amendments/implementation changes

Project (re-)design and amendment, when need be

  • Logical methodology and tools for the project design is reviewed and adjusted to fit the local context in time, ensuring the effectiveness and relevance of planned interventions
  • Discussions held with the project staff and stakeholders in adjustments of project targets, indicators

Reporting and knowledge management

  • Assist the B4MCN Project Manager in preparing data for timely regular monthly, quarterly, and annual progress reports
  • Project-focused research/assessment/ baseline/evaluation/lessons learned meetings conducted among the stakeholders, with final products disseminated

Facilitate capacity building for monitoring and evaluation for project staff and partners

Educational Background: 
A bachelor’s degree in social sciences or a related field - Essential
Master’s degree in social sciences or other relevant majors – Preferred
Skills/Experience: 
  • Minimum 3 years working experience in similar position in an NGO focusing on the community development field - Essential
  • Practical experience to conduct Baseline survey, Evaluation and Monitoring process and tools - Essential
  • Familiarity with the Logical Framework model for programme planning - Essential
  • Experience in World Vision - Preferred
  • Work experience in bilateral funded project - Essential
  • Oral and written communication skills in English, Kirundi and French - Essential

Preferred Skills, Knowledge and Experience:

  • Skills on designing quantitative and qualitative data collection methodology, tools, analysis techniques and result interpretation (questionnaire design, survey techniques, training facilitation and participatory approaches, data processing, analysis and information dissemination) - Essential
  • Skills on critically reviewing secondary data - Essential
  • Ability to write DME reports (assessment, design, baseline, evaluations, research) in French and English - Essential
  • Facilitation skill / skill to transfer the learning - Essential
  • Ability to provide technical advice to different sectors – Essential
  • Ability to produce work according to donor standards and requirements (BMZ) - Essential
  • Ability to maintain effective working relationships with staff and partners at all levels - Essential
  • Problem solving skills - Essential
  • Work under pressure and can take additional responsibilities - Essential
  • Good knowledge of using MS Word and MS Excel - Essential
  • Understanding of integrated community development approaches, issues and development trends – Preferred
  • Knowledge on SPSS, MS Access, Epi Info - Essential
