Habitat for Humanity International (HFHI) is currently seeking a talented individual for the role of a Housing & Land Policy (HLP) manager. The Housing and Land Policy (HLP) Manager will serve as key technical expert in the areas of Security of Land Tenure and pro-poor housing policies, to support program implementation and advocacy strategies at the country (National Organizations) and Area Office levels. This individual will coordinate with HFHI’s SMEs in the Asia Pacific Area Office (APAO) and in National Headquarters (Atlanta, and Washington DC's Government Relations & Advocacy Office) to achieve full policy alignment across the HFHI organization.This position will be based in HFHI's area office in Manila, Philippines.
Key Responsibilities: Policy Support for Programs (30%):
- Supporting NOs in analyzing in-country housing and land tenure policies to ensure that implementation of programs are informed by the regulatory environment.
- Support National Offices (NOs) program teams in the development of security of land tenure components to be included on HFH housing program implementation, including, but not limited to, the following programmatic areas: informal settlements upgrading, preventive resettlement/relocation, shelter and post disaster housing reconstruction, alternative tenure arrangements in urban programming, etc.
- Support HFHI Terwilliger Center for Innovation in Shelter (TCIS) on its housing market development approaches.
- Provide technical input to proposal development processes and resource acquisition for projects with HLP components at country level or for multi-country projects.
- Support and advise NOs in the recruitment, orientation and training of suitably qualified and experienced staff to implement HLP programming.
- Review quarterly reports.
Policy Analysis and Advocacy (30%):
- Lead HLP policy research and analysis at country or regional level in Asia Pacific.
- Support to NOs in identifying specific HLP inefficiencies (issues) in country policy frameworks that hinder equitable access to housing or security of tenure for the most vulnerable.
- Support the NOs, the AP TCIS, and the Housing and Human Settlements team in developing effective HLP advocacy strategies and plans within the different sectors that affect shelter/housing, to ensure appropriateness to the context, and in alignment with the regional and global strategies and priorities.
- Provide technical input to the proposal development processes and resource acquisition of projects with advocacy components at country or regional level.
- Support and advise NOs in the recruitment, orientation and training of suitably qualified and experienced staff to lead advocacy strategies and initiatives.
- Lead advocacy efforts in AP in coordination with the HQ’s Government Relations and Advocacy office in Washington, D.C.
- Lead regional participation in the Solid Ground campaign including managing the campaign challenge grants received by national organizations in AP.
- Support implementation of global policy frameworks – Sustainable Development Goal 11, the New Urban Agenda, Sendai Framework for Action.
Capacity Building (20%):
- Strengthen knowledge and awareness of National Organizations and Asia Pacific Area Office (APAO) Program teams, of country specific Housing, Land and Property policies and practices.
- Facilitate mutual learning on HLP policies and practices between NOs within the Asia Pacific region, APAO and with other Area Offices through the appropriate channels (Community of Practice, Learning exchange workshops, Asia Pacific Housing Forum, HLP newsletter, case studies, etc.).
Knowledge Management (10%):
- Identify and develop case studies of successful HLP practices and policies in different countries in Asia Pacific, and provide recommendations of their transferability across the region.
- Lead the operational and technical management of interns and consultants in charge of the development of practice-guiding documents on the subjects of security of land tenure, inclusive/pro-poor housing policies, and advocacy and policy engagement.
- Consolidate and share quarterly regional advocacy reports based on GMT, SOE and narrative reports .
Coordination and Networking (10%):
- Build, nurture and maintain strategic relationships with external actors at regional level (e.g. UN-Habitat, Global Land Tool Network (GLTN) and its members, Solid Ground regional partners, prominent academic/research institutions, Asian Development Bank, World Bank office in Manila, etc.) to contribute to organizational learning and build Habitat for Humanity’s credibility and influence in the area of land tenure and pro-poor housing policies.
- Develop and deliver presentations on HFHI’s positions, vision and current work in HLP in international forums and events.
- Position HFHI in strategic engagements with key interagency partnerships to influence governments on implementation of key public policies affecting housing/shelter.
- Coordinates closely with program staff to ensure advocacy alignment and that HLP programming represents needs of the field.
- Coordinates closely with AP communications staff and NHQ GRA and technical team to develop and inform issue based print (issue briefs, position papers) and social media opportunities on HLP related matters.
- Participate in HFHI’s Global Advocacy Team meetings and global events. Share knowledge across regions.
Key Requirements:
- At least 5 years of experience in land tenure and Housing policy/programming at management or advisory level.
- At least 3 years of experience in Advocacy and Pro-poor Housing policy.
- Work experience in Asia Pacific countries highly preferred.
- Knowledge of other relief policy actors such as UN, World Bank, National Governments, the US Government, the EU, INGOs, and INGO coordinating bodies, etc.
- Pro-poor housing finance regulatory frameworks; (including housing affordability, microfinances for housing products, informal systems of credit, incentives for savings, government sponsored housing schemes, mortgages, hybrid approaches, etc.) Preferably in the Asia Pacific region.
- Social housing regulatory frameworks; (including social rental housing, pro-poor slum upgrading, financial sustainability of social housing schemes, subsidies, etc.) Preferably in the Asia Pacific region.
- Land tenure regulatory frameworks and effective pro-poor land governance systems (including overlapping legal systems, continuum of land rights, effects of land tenure policy in vulnerable populations and women, expropriation compensations, fit for purpose land administration, tenure regularization, inheritance rights, etc.).
- Housing Resilience and Post disaster reconstruction policy frameworks (at risk areas preventive resettlement/relocation, government incentives for structural retrofitting of substandard housing, building codes, integration of disaster management frameworks in territorial planning, post-disaster reconstruction schemes, etc. ).
