The Construction Planning and Procurement Manager oversees all purchasing for the affiliate and ReStore. He or she is the construction planner for the affiliate with responsibilities for all aspects of the construction plan. The function of this position is to create plans, identify actions supporting those plans, identify and select construction sub-contractors, procure materials, and support grant development, submittal and tracking.

Key Responsibilities:
Real Estate Procurement/Development
- Manage/Process land acquisition
- Maintain records and statistical information for the potential and current lots
- Manage closing on each property including coordination with all funders for the lot
- Work closely with the Title Company on successful closing of lots
- Expend all funds/grants for land acquisition by the grant deadline
- Seek additional land for development through relations with Real Estate agents and through research and observation
- Interact with government authorities with respect to land acquisition
- Manage new site development including preliminary engineering through infrastructure completion
Construction Planning
- Long term construction plan
- Develop and monitor annual budget for construction activities
- Primary construction liaison with HFHI and other HFH affiliates
- Research/implement new construction technologies
- Work with appropriate affiliate staff to ensure all requirements are met for funding via required governmental agencies
Materials Procurement
- Oversees development of house plans with architect and/or draftsman
- Coordinates material takeoffs from plans
- Negotiate all building material and sub-contractor contracts
- Solicits and accepts bids for materials
- Organizes timely ordering and delivery of materials and supplies
- Maintains lean inventory of unused material and oversees product return
- Purchases all office and program supplies for the affiliate and ReStore
- Solicits and documents in-kind donations of materials, tools and services
- Communicates with homeowner regarding house specifics
- Ensure timely clear communication with subcontractors and vendors
- Approve all construction-related invoices and code them appropriately. Estimate and report value of in-kind gifts/donations
- Keep vendor supply and contractor lists/documents updated and seek out other suppliers

- Commitment to Habitat mission and ability to work with people of all races, faiths and backgrounds
- Four years minimum of related residential home construction experience indicating a progression of responsibilities and supervision
- Must have knowledge of construction codes, safety procedures and guidelines
- Ability to apply construction knowledge to project estimation, procurement, contract negotiation, and grant reporting
- Ability to lead, manage, supervise and motivate individuals and teams of volunteers
- Effective interpersonal communication skills, deal well with a variety of people, personalities, age and backgrounds
- Ability to plan, schedule, prioritize, coordinate, and manage multiple work activities
- Ability to read and interpret standard residential construction blueprints and specifications
- Basic mathematical aptitude to calculate building measurements, quantities, etc.
- Flexibility regarding work assignments and work hours. Position requires availability to work on Saturdays, occasional evenings or other abnormal hours as necessary
- Computer literacy and public speaking experience a must
