The Senior Specialist, Water, Sanitation & Hygiene (WASH) is a key position in the WASH team and as such contributes to the development of the global WASH strategic and operational plans. S/he provides exemplary technical expertise and support to global and country-level programs, including program design, implementation, and monitoring and evaluation. The incumbent promotes program quality; stimulates program innovation, learning, and documentation; supports global and country-level advocacy; mobilizes resources; and collaborates with key Save the Children (SC) members in advancing policy, advocacy and program activities. This position sits within the Department of Global Health (DGH).
Areas of Responsibility:
Technical Assistance (70%):
- Provide direct technical assistance to specific countries and projects for program design, monitoring and evaluation and report documentation in technical areas such as integrated maternal and child health initiatives, WASH in Healthcare Facilities, and WASH for nutrition.
- Work with SC country staff to strengthen their capacity to conduct WASH programming and research
- Support global projects such as the Maternal and Child Survival Program (MCSP)
- Actively engage with Humanitarian WASH colleagues, providing technical support and contributing to programs and strategies across the humanitarian-development spectrum.
- Contribute to the design and implementation of research efforts on the links between WASH and nutrition, WASH in Healthcare Facilities, and WASH for maternal, newborn and child health
Resource Mobilization (15%)
- In collaboration with WASH Advisor and other technical teams, coordinate and develop proposals in response to new business opportunities. Foster and maintain relationships with international program colleagues, especially within Dept. Global Health (DGH), Nutrition and Child Health, Emergency Health & Nutrition, and the Dept. of Hunger and Livelihoods (DHL) with respect to resource mobilization
- Build partnerships with external agencies and organizations including multilaterals, NGOs and contractors to share and promote WASH learning and innovation and pursue potential WASH opportunities
- Identify WASH funding opportunities from USG and other donors and lead preparation of technical proposals for WASH including integrated WASH work with other DGH and DHL programs.
- Coordinate with Save the Children regional and country offices for prepositioning on strategic opportunities.
Program Learning and Knowledge Management (10%)
- Maintain team and program information on Save and MCSP SharePoint including uploading documents and materials, working with team to organize and maintain content and periodically updating pages
- Maintain communication and coordination with Save the Children’s global WASH colleagues across Member offices and Country offices
- Contribute to Save the Children’s quarterly and annual reporting, strategic and operational planning and other management and documentation mechanisms
- Develop and coordinate strong WASH data management systems at Save the Children/US.
- Coordinate with Save the Children's Department of Global Health Knowledge Management Specialist and global project staff to disseminate knowledge products
Representation (5%)
- Serve as an internal and external expert on WASH and represent Save the Children at global fora including workshops, conferences and meetings, and within global projects
- Represent the Save the Children/US WASH Team in the Department of Global Health
Educational Background:
Minimum Bachelor’s degree in public health, nursing, nutrition, water engineering, or related field.
Skills/Experience:
Required Qualifications
- Minimum 5-7 years’ experience implementing WASH and health programming in a developing world context with at least 2 years of on-the-ground experience.
- Experience providing WASH technical assistance in a variety of country contexts
- Demonstrated experience integrating WASH into nutrition programs and/or integrated maternal, newborn and child health programs
- Experience designing and implementing qualitative and quantitative monitoring and evaluation systems for WASH projects
- Experience in technical writing/documentation
- Demonstrated experience delivering timely results
- Experience managing and mentoring personnel and working as an effective team member
- Ability to travel 30% of the time on short notice and to work independently if needed. Travel includes both international and domestic trips.
Preferred Qualifications
- Master’s degree in public health, water engineering, or related field
- French language skills are desirable
- Additional technical expertise in the following sectors: nutrition, pneumonia, social and/or commercial marketing, WASH in health care facilities, maternal health, newborn health, child health, urban programming
- Experience in qualitative and quantitative research, including market research, analysis, and planning
- Business development experience (USAID and private sector donors)
- Capacity building skills
- Strong written and verbal communications skills
- Ability to think critically, strategically, and operationally.
- Computer literacy in word processing, graphics, and spreadsheet software packages and particularly use of PowerPoint.
