The Grants Specialist provides specialized public awards administration and finance/accounting-related services to the Asia Pacific Region
The Grants Specialist provides specialized services in public awards administration, including reporting and financial accounting for the Asia Pacific Region. S/he has a high level of expertise in his/her area of specialization. S/he administers and maintains public awards administration in accordance with TNC policies and procedures and best practices. The Grants Specialist provides assistance to staff and responds to moderately complex employee/management questions and problems based on advanced knowledge of the subject area.
The Grants Specialist is the primary point of contact and is directly responsible for the administration of all aspects of publicly funded awards, including review of proposals and preparation of budgets, set-up in central finance systems, preparation and submission of all invoices and financial reports to agencies, and maintenance of master award files. Works closely with award managers to ensure that the terms and conditions of agreements are met and properly documented, and communicates directly with agency contracting officers to clarify or negotiate financial and administrative requirements. The Grants Specialist I is also directly responsible for the administrative aspects of grants out to grantee organizations, including assistance with due diligence activities, preparation and revision of agreements, review of invoices and financial reports, and maintenance of grant files.
RESPONSIBILITIES AND SCOPE
- Administers public awards.
- Ensures programmatic commitments, TNC policies and procedures, financial standards and external donor/legal requirements are met and managed for compliance.
- Reinforces consistency in the organization's policies and procedures and provides support related to relevant field.
MINIMUM QUALIFICATIONS
- 3 years’ experience in pre- and post-award administration or equivalent combination.
- Experience with accounting/financial issues and analysis.
- Experience using accounting and financial reporting systems.
- Technical experience with spreadsheet programs, general ledger reports and financial management tools.
- Experience with fund accounting principles, practices and regulations.
- Experience, coursework or other training with U.S. Federal government circulars (OMB Circulars A-110, A-122 and A-133 and Uniform Guidance), country and local regulations, US international public funding sources (USAID, NOAA, U.S. Department of State and Interior, etc), multilateral and international funding sources (Australian, Canadian, German Government, etc), and the meaning of standard contract clauses.

- Ability to manipulate, analyze and interpret data. Advanced expertise in Microsoft Excel.
- Interpret guidelines and analyze factual information to adapt or modify processes in response to changing circumstances

- Accuracy, attention to detail and the ability to multi-task and set up priorities.
- Non-profit and public award accounting experience.
- May require technical expertise on complex accounting/financial issues.
