We are currently seeking qualified candidates for the position of the Cambodia Project Director I for the USAID-funded project, Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President's Emergency Plan for AIDS Relief (PEPFAR). This position will be based in Phnom Penh, Cambodia. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in prevention, treatment and care across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. The key elements of the FHI 360-led team’s strategic and technical approach are:
- Identifying key populations and locales and comprehensively assessing risk,
- Diagnosing “leaks” and revealing access barriers across the HIV prevention, treatment and care services cascade,
- Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
- Addressing structural barriers and strengthening local KP organizations,
- Ensuring interventions are sustainable over the long term, and
- Supporting the mainstreaming of human rights, gender and competency and capacity development.
Job Summary / Responsibilities:
The Project Director I will provide technical and management leadership to the LINKAGES project in Cambodia. The primary responsibility of the Project Director I is to ensure successful implementation of the LINKAGES work plan to ensure achievement of the project’s targets and goals. The position will be based in Phnom Penh, Cambodia.
Position Responsibilities:
- Manage all technical, administrative, and financial aspects of LINKAGES operations in Cambodia.
- Responsible for the strategic implementation and oversight of technical activities in the LINKAGES work plan.
- Supervise and provide technical guidance and mentorship to the LINKAGES team in Cambodia
- Provide technical and programmatic expertise in HIV prevention, care and treatment activities for key populations, including the Consolidated Community Action Approach to accelerate case detection and strengthen links to enrollment and retention in treatment; cost-effective interventions to increase HIV testing and new case detection among key populations and targeted, mobile and index case HIV testing and counseling in high burden communities.
- Work collaboratively with the Government of Cambodia counterparts to ensure technical assistance is appropriately institutionalized.
- Ensure project achieves high quality results in accordance with the targets identified in the Performance Monitoring Plan. Ensure program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
- Oversee production of timely and accurate technical reports and presentations to FHI 360 and USAID as required, at a minimum each quarter.
- Coordinate and liaise with a host of partners, as appropriate, including USAID, the Ministry of Health, and local and international stakeholders in Cambodia.
- Strengthen the active engagement of key population groups in program design, implementation and evaluation
- Monitor work plan activities; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation; ensure appropriate program monitoring and reporting.
- Work closely with FHI 360 staff in the Regional Business Unit, Washington DC and Durham, North Carolina to provide regular updates and coordinate with the global LINKAGES project.
- Supervise at least 4 staff.
- Lead the development of Scopes of Work, memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with LINKAGES to ensure that activity timeframes and budgets are met and products are reviewed and finalized.
- Coordinate with the LINKAGES headquarters financial and administrative teams for planning and management of LINKAGES technical assistance activities, including workshops, trainings, site visits, and other activities.
- Work with FHI 360 Country Office to review all LINKAGES financial transactions in Cambodia, including payments and procurements prepared by field staff.
Skills and Experience
- Proven skills in the implementation of HIV prevention, care, and treatment projects for key populations in southeast Asia.
- Recognized expertise in approaches similar to the Consolidated Community Action Approach for case detection and linkage to enrollment and retention in treatment.
- Recognized expertise in index case finding and cost-effective interventions to increase HIV testing and new case detection among key populations.
- Proven skills in working collaboratively with host country counterparts at the national and provincial levels.
- Design, implementation, and management experience of public health/international development programs funded by USAID.
- Proven skills in mentoring, leadership and networking.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Cambodia.
- Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
- Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID.
- Experience of establishing strong working relationships with colleagues from different organizations and cultures.
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Excellent English oral and written communication.
- Ability to travel within country or region and internationally if needed
Qualifications:
Preferred Education/Experience:
- At least 10 years of demonstrated key population technical expertise, with substantial HIV prevention, care, and treatment experience with female sex workers and/or men who have sex with men.
- At least 8 years of demonstrated excellence in a senior level technical advisor and leadership position, preferably in an international development context and with key populations.
- Previous experience in southeast Asia is strongly preferred
- Typically requires a minimum of 8+ years of project management experience.
- Certification in project management preferred.
- Demonstrated experience in multi-sector project management and implementation.
- Demonstrated strategic planning, staff development and capacity building experience.
- Demonstrated talent management, strategic planning, performance management, staff development, and capacity building experience.
- Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
- Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
- Experience operating in insecure environments.
- Experience working in a non-governmental organization (NGO).
