Program Officer, Global Implementation (Limited Term Employee)

This Limited Term Employment (LTE) Program Officer will support the newly formed Global Implementation team within Vaccine Delivery. This is a three-year assignment to work across the Global Implementation team portfolio but to focus on establishing three critical aspects of the work: 1) our renewed focus on implementing immunization system improvements at scale; 2) a revitalized monitoring and accountability framework for our vaccine delivery goals with a specific focus on the coverage and equity agenda; and 3) providing key support on initiatives on scaling data use/management approaches and financial sustainability. 

Areas of Responsibility: 

Key Responsibilities

  • Work across team and especially with our strategy focal points to revitalize our efforts to have a strong measurement approach and indicators for the team with an emphasis on enhancing our theory of change for coverage and equity
  • Contribute to our immunization system implementation work in the areas of data use and management and financial sustainability and working with others on our team and on other foundation teams
  • Manage a portfolio of grants related to systems improvement, impact measurement, and/or financial sustainability
  • Contribute to efforts on in-country coverage measurement
  • Support and influence Gavi’s data strategy and investments
  • Represent foundation in related Global Vaccine Action Plan (GVAP) forums
  • Assist deputy directors in maintaining efforts to make Gavi engagement as effective as possible through internal meetings, planning, and information sharing
Educational Background: 
Graduate degree in public health, public policy, business preferred
Skills/Experience: 

Qualifications

  • 8-10 years overall experience in a health-related or global development related field
  • Familiarity, and preferably working experience, with global health organizations such as Gavi, UNICEF, and WHO. Immunization and vaccine knowledge desired.
  • Knowledge or experience working in or with public health systems preferably in a low income setting
  • History of developing and implementing measurement systems
  • Strong analytical skills and work experience that has proven dexterity with quantitative tasks
  • Proven ability to bring disparate activities together into a coherent narrative or theory of action
  • Ability to learn issues and technical areas quickly. Comfortable working with technical counterparts at global and local level.
  • Skilled communicator with ability to prioritize multiple projects simultaneously. Highly-organized and efficient.
  • Demonstrated initiative to solve unstructured problems with high energy, and persistence.  Not afraid to explore different options for problem solving.
  • Demonstrated ability to build effective working relationships even in complex environments
  • Superior oral and skilled written communication skills will be necessary for success in this role
  • Experience in developing countries a strong plus
