The position holder will lead a field finance team to ensure the implementation of effective and accountable regional programs. The incumbent will spearhead financial planning to ensure cost-effective and efficient implementation. The position holder will develop and manage systems to ensure timely and accurate reporting of World Vision activities. The incumbent will plan and implement various risk analysis, implementing mitigation controls are required. Moreover, the position holder will promote coordination between support service teams and programs team promoting a spirt of joint-planning and accountability.
Ensure efficient Finance function to all teams:
- Develop and maintain systems to facilitate timely, and accountable finance support to field teams;
- Coordinate interaction between finance teams and field teams, fostering an atmosphere of joint planning and accountability;
- Spearhead process improvement, challenging field teams to create innovative solutions to improve existing processes.
Ensure the implementation of effective and accountable financial and assets control systems:
- Participate in risk analysis and risk planning at project and program level, developing and implementing risk mitigation controls;
- Prepare and participate in project and program-level audits, spearheading responses and implementation of mitigation measure as required;
- Undertake periodic risk analysis of field-level stores and assets, ensuring adequate systems to monitor and manage inventories/assets are in place, updated and in use;
Ensure the implementation of accountable, timely planning, tracking and reporting mechanisms:
- Review and consolidate regional office funding request;
- Review project accounting records and documents to ensure accuracy;
- Undertake timely financial analysis for projects and program budgets to help in the planning and decision-making processes;
- Support program and project budget preparation in support of cost-effective programming;
- Review all grant/project budgets, reports and cash flows within the region, providing guidance to program teams for decision-making processes;
- Coordinate the review/revision of grant/project budgets to allow for timely decision making and project performance tracking;
- Timely review/revision of project budgets;
- Timely, adequate variance explanation
- Ensure timely and accurate preparation and submission of project and regional office financial data and accompanying reports to National Office.
Promote awareness of finance policy and procedure to ensure accountable, effective implementation of World Vision programs:
- Provide continual technical back-stopping to programs teams on a wide range of financial, supply chain and administrative issues to ensure compliance with Field Finance Manuel and other global standards;
- Mentor field teams in the correct application of the Field Finance Manuel;
- Spearhead capacity building of field teams in a range of finance, supply chain and administrative issues;
- Provide technical back-stopping to implementing partners, developing capacity building plans when necessary;
- In close collaboration with Operations Manager, respond to queries from various external stakeholders regarding World Vision financial, supply chain and administrative matters
Ensure staff under management are well-trained and performance managed:
- Ensure performance management tools are in place for teams under management;
- Ensure adequate training for teams under management to implement their duties;
- Ensure succession plans are in place;
- Provide on-the-job mentoring to field staff, reviewing work and encouraging career development where possible;
- Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
- Must adhere to set security standards
- Excellent analytical skills, particularly in the realm of grant management;
- Must promote Finance policy and procedure, must “walk the talk” in terms of accountability;
- Ensure a gender perspective in the scope of work;
- Perform other duties as required.
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Experience: At least 4 – 5 years’ experience of finance related experience. 2 years of experience on World Vision finance system is acceptable.
- Other Skills & Abilities:
- Ability to articulate in written and spoken English & Somali at advance level;
- Ability to present financial data in a clear and coherent manner through use of EXCEL and other accounting software;
