Sr Specialist, WASH in Emergencies

The Senior Specialist for Water, Sanitation, and Hygiene (WASH) in Emergencies will provide technical assistance to ongoing emergency programs, serve as a first responder to new emergencies, and contribute to global priorities for research, advocacy and state of the art guidance.  Technical support to county programs will include technical needs assessments, response strategy development, mobilizing resources for emergency WASH activities and implementation of the emergency WASH response. The Senior Specialist will be part of the Emergency Health and Nutrition team in the Department of Global Health (DGH) and will work closely with the Department of Humanitarian Response (DHR) colleagues for emergency deployments, to facilitate emergency health program learning and innovation, and to participate/contribute to agency-wide capacity development in emergency health.

Areas of Responsibility: 

Technical Assistance to New and Ongoing Emergencies (60%)

  • Provide remote WASH and related infrastructure construction support and oversight (backstopping) in new and ongoing emergencies, so that teams on the ground develop WASH sector response plans, project proposals and reports and implement effective WASH programs.
  • Deploy to the field at short notice to set up new emergency WASH programs (as needed), including leading technical assessments, developing program plans, strategies and budgets, coordination and representation, or to support ongoing responses.
  • Build capacity of country-based teams, and provide technical oversight of WASH engineering designs and hygiene promotion programs, proactively promoting high quality WASH technical approaches within country programs.
  • Prepare and oversee WASH program implementation to ensure timely delivery of program activities (for example, monitoring against log frames and established work plans).
  • Contribute to or review reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Identify WASH program supply needs and help country programs to coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Work closely with the Monitoring & Evaluation team put in place WASH sector M&E plans, ensuring these links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct as well as with the Core Humanitarian Standards

Strategy & Representation (20%)

  • Support development of country and regional strategies for WASH, Health and Nutrition to ensure sustainable and integrated growth of the combined country WASH, Health and Nutrition portfolios
  • Participate in the WASH Sub-Thematic Strategic Working Group for the Health and Nutrition Global Theme
  • Represent emergency WASH priorities in humanitarian and global health departments

Resource Mobilization (10%)

  • Work with SC member focal points to secure funding for new emergency programs by developing high quality proposals through coordination with donor technical experts.

Program Learning and Innovation (10%)

  • Work closely with the Accountability lead put in place sector accountability mechanisms, ensuring that feedback is incorporated into program design and learning disseminated to the wider WASH sector.
  • Participate in the realization of operational and health-related WASH research that embodies Save the Children’s commitment to evidence based programming, moving forward the WASH policy approaches and innovative programming.

Skills/Experience: 

Required Qualifications

  • You have a minimum 5-7 years of proven experience working internationally in the management and/or coordination of humanitarian WASH programs expertise
  • Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, or provide the technical and management support related to various size programs, grants or projects.
  • Considerable experience in needs assessment, program evaluation, and program development and writing of funding proposals and reports.
  • Substantial proven experience of remote program support
  • Experience of working to support health, HIV and nutrition programs.
  • Ability to be flexible and adaptable in difficult environments with competing demands and priorities.
  • Able and willing to travel to remote and insecure locations often at short notice, with up to 40% travel.

 Preferred Qualifications

  • Master’s degree or higher in WASH engineering, civil or structural engineering, a related field, or working experience that has led to equivalent engineering knowledge and expertise.
  • Previous regional knowledge or experience in East Africa or Middle East.
  • Previous experience or familiarity working with humanitarian donors (e.g. USAID/OFDA)
  • Previous experience working in a child focused organization, or in child-friendly WASH programs
  • Language proficiency in Arabic, Swahili, or French
  • Flexible approach to managing and prioritising a high and diverse workload in a fast-paced environment with tight deadlines.
